HE WRITES, THE ONE PROBLEM THAT I HAVE WITH THE DISTANCE LEARNING IS NOT EVERY TEACHER IS USING CANVAS TO CONTACT THEIR STUDENTS.

MY YOUNGER BROTHER IS IN SEVENTH GRADE AT ROMONA.

SOME OF HIS TEACHERS DO NOT USE CANVAS, WHICH IS VERY ANNOYING FOR HIM BECAUSE HE HAS TO GO FROM CANVAS TO GOOGLE CLASSROOM FOR A DIFFERENT CLASS.

WITH THAT, HE GETS HIS WORK MIXED UP.

I'M ASKING THE BOARD AND SUPERINTENDENT COLES TO COME UP WITH A POLICY THAT EVERY TEACHER IN THE DISTRICT MUST USE CANVAS AT ALL TIMES.

NO GOOGLE CLASSROOM AND [INAUDIBLE] JUST CANVAS.

I ALSO HAVE SOME QUESTIONS AND COMMENTS REGARDING THE IN-PERSON SLIDE IN STUDENTS WITH UNIQUE NEEDS IN THE TEMPLATE REGARDING STUDENTS WITH DISABILITIES.

AND NUMBER TWO, WHY ARE YOU NOT LETTING STUDENTS WITH DISABILITIES GO ON CAMPUS TO LEARN? LAST MONTH, GOVERNOR NEWSOM AND L.A.

COUNTY LIFTED RESTRICTIONS THAT ARE ALLOWING SPECIAL EDUCATION AND CERTAIN STUDENTS TO GO BACK ON CAMPUS TO SUCCEED IN THEIR STUDIES.

I'M ASKING FOR THE SAKE OF THOSE STUDENTS TO LET THEM GO BACK ON CAMPUS.

AS I SAID IN MY COMMENT FROM THE JULY 15TH MEETING, THEY NEED THAT SOCIAL ASPECT OF EDUCATION TO SUCCEED IN THEIR COURSES.

SO BEFORE MATT GETS STARTED, I JUST WANTED TO PERSONALLY THANK THE WHOLE EDUCATIONAL SERVICES TEAM.

MATT, YOUR TEAM HAS DONE AN ABSOLUTELY PHENOMENAL JOB IN DEVELOPING THIS PLAN.

I KNOW IT WAS DIFFERENT AS THIS REPLACES THE LCAP.

AND SO JUST PLEASE PASS ALONG THE THANKS TO YOUR ENTIRE TEAM AND FOR ALL OF THIS HARD WORK. SO THANK YOU.

ABSOLUTELY. THANK YOU.

MR. COLES IS RIGHT. TOTAL TEAM EFFORT TEAM REALLY CAME THROUGH NOT ONLY THAT SERVICES TEAM, BUT, YOU KNOW, THERE WERE A LOT OF PEOPLE INVOLVED IN PUTTING THIS PLAN TOGETHER.

SO IN THE MIDST OF ALL OF THAT SENATE BILL 98 PASSES AT THE END OF JUNE IN THE SUMMER AND SENATE BILL 98 DID A LOT OF DIFFERENT THINGS.

BUT FOR US IT FOR ONE YEAR GOT RID OF THE LCAP AND REPLACED IT WITH A LEARNING CONTINUITY AND ATTENDANCE PLAN, THE LCP.

AND WHAT THAT DID IS VERY SPECIFICALLY OUTLINED THAT DISTRICTS HAD TO CREATE A PLAN IN RESPONSE TO COVID IN RESPONSE TO THE PANDEMIC.

IN THE 23 PAGE DOCUMENT THAT YOU'VE SEEN IS THE DISTRICT'S RESPONSE TO THE PANDEMIC.

WE HAD TO ADDRESS MANY DIFFERENT AREAS AND I WANT TO COME BACK TO THAT AT THE END.

BUT KEEP THAT IN MIND THAT ALMOST EVERY SENTENCE IN THIS IS DICTATED BY SOME ASPECT OF SB-98 OR THE TEMPLATE THAT'S GOING TO BE IMPORTANT WHEN WE LOOK AT NEXT STEPS.

BUT WE HAD TO GET STAKEHOLDER ENGAGEMENT, TALK ABOUT DISTANCE LEARNING IN-PERSON, LEARNING, MENTAL HEALTH SERVICES, SCHOOL NUTRITION, ET CETERA.

WE'RE GOING TO HIT ON ALL THOSE TONIGHT.

BUT THE IMPORTANCE THAT FOURTH BULLET TO THE LCP SIMPLY MEMORIALIZES ALL THE PLANNING THAT TOOK PLACE FROM MARCH 13TH TO TODAY.

AND SO IT'S THE ACCUMULATION OF ALL THAT PLANNING WITH ALL THE STAKEHOLDERS.

ONE OF THE IMPORTANT PIECES THAT WE HAD TO ENGAGE IN IS TO SIT WITH STAKEHOLDERS.

AND WE DID ALL SPRING AND SUMMER.

WE SAT WITH BOTH UNIONS CONSISTENTLY.

WE MET WITH THE PTA ADVISORY COUNCIL, MET WITH SUPERINTENDENTS ADVISORY COUNCIL, DISTRICT, ELAC COMMITTEE, ET CETERA, ET CETERA.

AND THE FEEDBACK THAT THEY CAME UP WITH WAS CONSISTENT AND SUMMARIZED ON THIS SLIDE.

FIRST AND FOREMOST, THEY WERE MOST CONCERNED WITH MAKING SURE THAT WE WERE TAKING INTO ACCOUNT THE SAFETY AND WELFARE OF THE STAFF AND STUDENTS.

THAT CAME UP OVER AND OVER AGAIN.

AND IT WAS ALMOST LIKE EVERYTHING THAT THAT INDIVIDUAL SAID WAS ALWAYS COUCHED IN PLEASE MAKE SURE THE KIDS ARE SAFE.

PLEASE MAKE SURE THE KIDS ARE SAFE.

THE SECOND THING THAT CONSISTENTLY CAME UP, IF WE DID A GREAT JOB LAST YEAR TOUTING THE FACT THAT BONITA UNIFIED IS IN THE TOP 10 PERCENT OF ALL UNIFIED SCHOOL DISTRICTS, WHAT THEY ASK US TO DO IS TO CONTINUE THAT PROGRAM.

AND SO, YOU KNOW, EVEN THOUGH THE FALL IN DISTANCE LEARNING THE IDEA IS TO THE DEGREE POSSIBLE TO REPLICATE THAT PROGRAM THAT HAS BEEN SUCCESSFUL FOR US OVER THE YEARS.

SOME OF THE ISSUES THAT YOU CAN SEE THAT CONSISTENTLY CAME UP THERE AS WELL, ACCESS TO DEVICES, WHICH WE'LL TALK ABOUT MAKING SURE MENTAL HEALTH SERVICES CONTINUE, TALK ABOUT THAT, SO ON AND SO FORTH.

NOW, GETTING FEEDBACK FROM GROUPS IS IMPORTANT.

WE KNEW BASED ON FEEDBACK THAT PARENTS WANT CHOICE.

SO EVEN IF IN THE EVENT AT SOME POINT THIS SCHOOL YEAR WE GO BACK AND SOME SORT OF IN-PERSON MODEL, THERE'S A NUMBER OF PARENTS HAVE SAID, THAT'S GREAT, BUT WE STILL WANT CHOICE TO BE ABLE TO KEEP OUR STUDENTS AT HOME.

THAT'S INCORPORATED IN OUR PLAN AS WELL TO OFFER PARENTS THAT CHOICE.

THEY WANTED TO CONTINUE WITH MENTAL HEALTH AND WANTED TO MAKE SURE THEY HAD ACCESS TO DEVICES ETC.

WE'RE GOING TO GO INTO THOSE LAST BULLETS IN DETAIL.

SO AN IMPORTANT PIECE OF THE PLAN IS DISTANCE LEARNING.

AND AT THIS POINT, OF COURSE, WE'RE NOT BREAKING ANY NEWS WHEN WE TALK ABOUT DISTANCE LEARNING. IF YOU'RE GOING TO PROVIDE DISTANCE LEARNING TO 10000 KIDS, ACCESS TO DEVICES, ACCESS TO WI-FI CRITICAL.

AND SO WE MADE TWO PURCHASES, ONE OF WHICH 3500 CHROMEBOOK, THE OTHER THREE HUNDRED HOTSPOTS. WE PUT THOSE TOGETHER ABOUT A MILLION DOLLARS RIGHT OFF THE BAT AS A RESPONSE

TO AND TO MAKE SURE THAT KIDS HAD ACCESS TO THE DEVICES IN HOTSPOTS THAT THEY WOULD NEED TO SUCCESSFULLY ENGAGE IN DISTANCE LEARNING.

TWO OTHER PURCHASES THAT WE MADE TWO PLATFORMS THAT WE USE ONE ZOOM, WHICH IS THE VIDEO PLATFORM THAT ALL TEACHERS ARE USING.

AND THEN WE ALSO THE LEARNING MANAGEMENT SYSTEM, WHICH IS CANVAS WHERE THE VAST MAJORITY OF OUR TEACHERS ARE HANGING THEIR INFORMATION, PUTTING THE CURRICULUM UP THERE, PUTTING THE ASSIGNMENTS, TESTS, ET CETERA.

AT SOME POINT IN THE FUTURE, THERE WILL BE, YOU KNOW, SOME SORT OF PHASE IN TRANSITION TO SOME SORT OF IN-PERSON INSTRUCTION.

PART OF THE PLAN AND PART OF SENATE BILL 98 REQUIRED DISTRICTS TO DISCUSS WHAT IN-PERSON INSTRUCTION COULD LOOK LIKE IN THE FUTURE IN THE DOCUMENT.

WE WERE CAREFUL TO WRITE THAT WE DON'T HAVE THE EXACT PLAN DONE YET REGARDING IN-PERSON BECAUSE WE HAVEN'T NEGOTIATED YET.

SO INSTEAD OF OUTLINING LIKE WE DID FOR DISTANCE, WHICH THIS IS IT, WHAT WE DID FOR IN-PERSON IS SAYING IT COULD LOOK LIKE A NUMBER OF OPTIONS BECAUSE WE'RE IN THE MIDDLE OF NEGOTIATING. ONE IS THE AB SCHEDULE, WHERE HALF THE KIDS GROUP WOULD COME MONDAY, TUESDAY, AND THEY WOULD BE DISTANCE LEARNING WEDNESDAY THROUGH FRIDAY FOR GROUP B STUDENTS.

THE OTHER HALF, THEY WOULD DISTANCE LEARNING MONDAY THROUGH WEDNESDAY AND COME ON CAMPUS THURSDAY AND FRIDAY AS A POSSIBLE HYBRID MODEL THAT BONITA WOULD ADOPT IN THE FUTURE.

ANOTHER ONE THAT WE COULD ADOPT IS AN AM/PM MODEL WHERE HALF THE KIDS COME IN THE MORNING FOR A PERIOD OF TIME. COULD BE TWO HOURS, COULD BE THREE HOURS OR SOMEWHERE IN BETWEEN.

THERE'D BE A GAP IN THE MIDDLE OF THE DAY AND THEN THE SECOND GROUP WOULD COME IN IN THE AFTERNOON. IT'S POSSIBLE THAT WE WOULD DO THAT.

WHAT THAT ALLOWS US TO DO IS EVERY STUDENT, THEORETICALLY, EITHER IN THE MORNING OR IN THE AFTERNOON, COULD COME ON CAMPUS EVERY DAY, WHICH COULD BE A BENEFIT IN PARTICULAR FOR YOUNGER GRADES. SO THAT'S GOING TO BE NEGOTIATED AND OBVIOUSLY MORE TO COME ON THAT THROUGH THE FALL. ASPECT OF THE PLAN THAT WE HAD TO HIT BASED ON SB-98 IS PUPAL LEARNING LOSS AND SO WE KNEW AND STUDIES ARE ALREADY OUT SAYING THAT THE SUMMER SLIDE WAS WORSE THAN USUAL FOR STUDENTS, NOT BECAUSE OF THE WAY THE SPRING LOOKED, NOT FOR BONITA, FOR EVERYBODY ACROSS THE COUNTRY, AND THE FACT THAT BONITA HAD A LONG SUMMER.

SO WE KNEW AND WE KNOW THAT WE HAVE TO MAKE UP FOR THE PUPIL LEARNING LOSS AND THE STRATEGIES THAT I HAVE ON THE SLIDE THERE.

THAT'S OUR NORMAL ACADEMIC PROGRAM THAT WE'VE ENGAGED IN FOR YEARS NOW.

WE IDENTIFY THE ESSENTIAL STANDARDS.

WE DEFINE MASTERY OF THOSE TEACHERS DELIVER INSTRUCTION, WE ASSESS.

AND FOR STUDENTS WHO HAVE NOT MASTERED THOSE ESSENTIAL STANDARDS, WE CREATE INTERVENTION.

AND I THINK IT'S IMPORTANT THAT WE ARTICULATE THAT, THAT WHAT WE'RE GOING TO DO IN DISTANCE LEARNING AND EVEN IN THE HYBRID IS REPLICATE THE SYSTEM THAT HAS WORKED FOR US FOR A LONG TIME NOW. AND THAT'S WHAT THAT SLIDE IS DESIGNED TO SHOW.

MENTAL HEALTH SERVICES WITH THE PANDEMIC ANXIETY IS UP FOR PEOPLE.

DEPRESSION IS UP FOR PEOPLE.

SO WE KNEW ACCESS TO MENTAL HEALTH SERVICES WAS GOING TO BE CRITICAL FOR OUR KIDS.

AND YOU CAN SEE THE MENTAL HEALTH TEAM THAT WE HAVE THERE, OF COURSE, AND WE ALWAYS DO THIS BECAUSE WE JUST LIKE TO HIGHLIGHT IT.

BUT 11 MENTAL HEALTH COUNSELORS BEFORE LAST YEAR WAS THREE.

AND OF COURSE, WE HIRED EIGHT LAST YEAR.

THEY CONTINUE ON TO MAKE THAT A PRETTY ROBUST MENTAL HEALTH TEAM.

AND THEY ARE ENGAGING IN COUNSELING SESSIONS WITH KIDS THROUGH TELETHERAPY.

SO THEY'RE NOT DOING IN-PERSON.

BUT THE SESSIONS HAVE CONTINUED THROUGH THE FALL.

WE EVEN OFFERED SESSIONS IN THE SUMMER TO SOME STUDENTS AS WELL, BUT IT CONTINUES IN THE FALL THROUGH TELETHERAPY AND WOULD CONTINUE ALL YEAR LONG.

EVEN IF, YOU KNOW, WHEN STUDENTS IF STUDENTS DON'T COME BACK IN THE NEAR FUTURE.

ANOTHER ASPECT: SCHOOL NUTRITION, THAT FOOD SERVICES TEAM HAS DONE AN OUTSTANDING JOB FROM THE SPRING ALL THE WAY THROUGH TO THE PRESENT TIME, OVER 350000 MEALS HAVE BEEN SERVED IN THAT PROGRAM TO STUDENTS THROUGHOUT THE SPRING AND SUMMER INTO THE FALL.

THOSE ARE THE FIVE SITES AT WHICH WE'RE OFFERING THOSE MEALS.

AND SO THAT'S THAT'S AN EXCELLENT PROGRAM FOR OUR COMMUNITY TO TAKE ADVANTAGE OF.

THE LAST PART OF THE DOCUMENT'S THE MOST CONFUSING ONE TO WRITE.

IT'S ALSO THE MOST CONFUSING ONE FOR PEOPLE TO UNDERSTAND WHY IT'S THERE.

IT'S CALLED INCREASE OR IMPROVE SERVICES FOR UNDUPLICATED PUPILS.

THE PURPOSE OF THIS PART OF THE PLAN, AND IT'S REALLY IT'S A VESTIGE OF THE OLD CAP THAT THEY'VE CONTINUED INTO, THIS IS SUPPOSED TO SHOW THAT THAT SIX POINT SEVEN DOLLARS MILLION IS HELPING THOSE STUDENTS SPECIFICALLY.

IT'S NOT THAT YOU CAN'T SPEND IT ON ALL KIDS, BUT WHAT YOU HAVE TO DO IS YOU HAVE TO SHOW THAT THE SERVICES THAT YOU'RE PROVIDING ARE HELPING THOSE THREE GROUPS OF KIDS PREDOMINANTLY. AND SO I'VE GIVEN EXAMPLES OF THREE WAYS THAT WE SPEND THAT MONEY.

WE SPEND TWO POINT ONE ON MILLION ON INTERVENTION TEACHERS AT THE ELEMENTARY LEVEL.

WE HAVE TO FOSTER LIAISONS THAT WORK PREDOMINANTLY OR SOLELY WITH FOSTER YOUTH TO HELP THEM ACCLIMATE TO BONITA UNIFIED.

AND THEN SOME OF THE CURRICULUM THAT WE PURCHASE REALLY HELPS STUDENTS BECAUSE IT ADAPTS TO WHAT THEY NEED. AND SO NOW I GO THROUGH AND I ANSWER THREE QUESTIONS BASED ON MY RESPONSE PATTERN. THE FOURTH QUESTION WILL BE BASED ON HOW I ANSWER THE FIRST THREE.

SO THE REFERRAL SYSTEM IS ESSENTIALLY THE SAME.

IT'S HARDER TO DO WHEN YOU'RE NOT WITH THAT STUDENT IN-PERSON FOR SEVEN HOURS A DAY.

BUT THE SYSTEM IS VERY SIMILAR.

EVERY DAY, THERE SEEMS TO BE A STUDENT WHO HAS, YOU KNOW, A SNEEZE OR A SNIFFLE OR SOMETHING. WE HAVE HAD NO INDICATIONS THAT NONE OF THOSE STUDENTS HAD COVID.

BUT WHAT THAT DOES, THOUGH, IS IT TRIGGERS THE PROTOCOL THAT WE HAVE FOR EACH SITE.

AND SO THEN THAT STUDENT IS EVALUATED.

IF THAT SYMPTOM IS NOT ATTRIBUTABLE TO SOMETHING THAT'S NOT POTENTIALLY COVID--SO IF IT CAN BE ATTRIBUTED, THEN THEY CAN GO BACK TO CLASS.

IF IT CAN'T BE ATTRIBUTED, THEN THEY ARE THEY GO HOME.

RIGHT. BUT WE'VE HAD WE'VE HAD ZERO CASES SO FAR.

SO THE KIDS ARE HEALTHY.

AND SO THAT PART HAS BEEN GOOD AND HAS HELPED US HONE OUR PROTOCOLS.

SO WHEN IT'S TIME TO COME BACK, WE'LL HAVE A LITTLE TIGHTER SYSTEM AND WE'LL KNOW HOW TO IMPLEMENT THOSE PROTOCOLS.

EVERYONE OPENED BY SAYING IT'S NOT IDEAL, HOWEVER, GIVEN A NOT IDEAL SITUATION.

IT'S GOING ABOUT AS WELL AS THEY EXPECTED.

IN ALMOST EVERY CASE, THEY SAID, IT'S EXCEEDED THEIR EXPECTATIONS, ESPECIALLY WITH WHAT MARCH AND APRIL AND MAY FELT LIKE.

THE DIFFERENCE BETWEEN THAT AND AUGUST NIGHT AND DAY.

AND SO THAT PART HAS BEEN GOOD.

THE CHALLENGE MOVING FORWARD IS TO ENSURE THAT THOSE 10000 KIDS ARE TRULY ENGAGED.
