LAUREN RECEIVED A BACHELOR'S DEGREE FROM BIOLA AND SHE HAS TWO MASTER'S DEGREES, ONE FROM BIOLA AND THE OTHER FROM CAL STATE, LONG BEACH. LAUREN AND HUSBAND ROBERT ARE 14 YEAR RESIDENTS OF SAN DIMAS, MAKING LAUREN'S COMMITMENT TO THE STUDENTS OF BONITA UNIFIED, BOTH PROFESSIONAL AND PERSONAL. HER DAUGHTER, SOPHIA, ATTENDS SAN DIMAS HIGH SCHOOL AND YOUNGER DAUGHTER MADELEINE WILL ATTEND LONE HILL MIDDLE. GOOD EVENING. SO TONIGHT I GET TO SHARE WITH YOU A RECAP OF OUR LOCAL CONTROL ACCOUNTABILITY PLAN FOR THE 26-27 SCHOOL YEAR.

AS YOU KNOW, THE LCAP IS A STRATEGIC ROADMAP TO EVERYTHING THAT WE DO.

IT'S A THREE YEAR PLAN THAT ENCOMPASSES ALL OF OUR GOALS AND ACTION STEPS TOWARDS POSITIVE STUDENT OUTCOMES.

AND IT'S PERFORMANCE BASED. SO WE HAVE MANY METRICS BAKED INTO OUR LCAP AND TIED TO OUR DOLLARS THAT WE SPEND TO ENSURE THAT ALL OF OUR DOLLARS GO TOWARDS OUR GOALS AND ALLOWING STUDENTS TO HAVE POSITIVE OUTCOMES AND TO LIVE THEIR PURPOSE.

A QUICK OVERVIEW, WHICH IS IN THE LCAP, AS YOU SEE CALLED THE BOP, THE BUDGET OVERVIEW FOR PARENTS.

SO GOAL ONE IS OUR BIG GOAL AROUND STUDENT ACHIEVEMENT WITH A SPECIAL FOCUS ON SOME POPULATIONS, INCLUDING OUR ENGLISH LEARNERS, STUDENTS WITH DISABILITIES, SOCIOECONOMICALLY DISADVANTAGED STUDENTS, FOSTER YOUTH AND OUR HOMELESS STUDENTS. THE GOALS TWO SORRY.

AND THEN FOSTER AND HOMELESS YOUTH. SO THOSE ARE FOCUS POPULATIONS.

GOAL TWO IS ALL ABOUT SAFE SCHOOLS AND HIGH QUALITY INSTRUCTIONAL MATERIALS AND STAFF.

GOAL THREE IS OUR GOAL AROUND ENGAGEMENT THAT WE'RE FOSTERING POSITIVE CONNECTIONS TO SCHOOL AND SCHOOL CLIMATES.

AND THEN GOAL FOUR IS A MANDATED GOAL. THAT IS OUR EQUITY MULTIPLIER GOAL FOR VISTA OPPORTUNITY SCHOOL.

THAT'S OUR 9TH AND 10TH GRADE SCHOOL HOUSED KIND OF A SCHOOL WITHIN A SCHOOL OVER THERE AT CHAPARRAL HIGH SCHOOL.

AND SO THAT GOAL IS AROUND LEARNING ENVIRONMENTS FOR THOSE STUDENTS AND FOCUSED ON CREDIT RECOVERY TO GET THEM BACK ON TRACK FOR GRADUATION.

SO THOSE GOALS WILL REMAIN THE SAME IN THE 26, 27 SCHOOL YEAR.

DURING THE PREPARATION OF THIS LCAP, WE ENGAGE WITH OUR STAKEHOLDERS IN A LOT OF DIFFERENT WAYS SURVEYS AND MEETINGS.

AND SO WHEN WE ASK THOSE PARTNERS, WHAT ARE THE VALUED PROGRAMS IN OUR SCHOOLS THAT WE OFFER? SORT OF THE BIG THREE ARE AFTER SCHOOL AND EXTRACURRICULAR PROGRAMS THAT WE DO OUR PERFORMING ARTS PROGRAMS AND OUR COUNSELING AND MENTAL HEALTH SUPPORTS THAT WE OFFER.

WHEN SURVEYED OVERWHELMINGLY THE TOP PRIORITIES THAT COME UP AGAIN AND AGAIN ARE THE SAFETY AND WELFARE OF OUR STAFF AND STUDENTS AND MAINTAINING THE HIGH LEVEL OF PROGRAMS THAT WE HAVE HERE IN OUR SCHOOL DISTRICT. AND THEN FINALLY INCLUDING STUDENT VOICE IN THE FORMULATION OF THIS LCAP.

WE WORK WITH OUR STUDENT GROUP AND THEY TELL US THAT MENTAL HEALTH SUPPORT SERVICES ARE THE MOST IMPORTANT THING TO THEM. THEY FEEL THAT IT HELPS THEM ATTEND SCHOOL MORE, FEEL MORE CONNECTED TO SCHOOL, AND DO BETTER IN SCHOOL. AND THEY POINT TO THINGS LIKE IN ADDITION TO OUR MENTAL HEALTH SUPPORT SERVICES AND OUR SOCIAL WORKERS, THINGS LIKE LINK CREW THAT YOU'LL SEE AT OUR SECONDARY SCHOOLS OR AVID PROGRAMS, PEER COUNSELING.

SO THOSE PROGRAMS ARE OF HIGH VALUE TO OUR STUDENTS.

SO WHAT DO WE DO WITH THIS FEEDBACK. SO WE TAKE IN THIS FEEDBACK AND RESPOND IN ACTION IN OUR LCAP.

SO WHEN PEOPLE SAY WE REALLY VALUE MENTAL HEALTH SUPPORT, WE'VE EXPANDED OUR COUNSELING AND OUR SOCIAL WORK SUPPORT TO INCLUDE OUTSIDE PARTNERS.

SHOUT OUT TO MR. PATTERSON AND STUDENT SERVICES FOR HIS WORK WITH OUR SOCIAL WORKERS, TAKING ON INTERNS, EXPANDING OUR MENTAL HEALTH SUPPORT SPECIALISTS, ADDING A CYBHI THIS YEAR SO WE CAN CONTINUE TO KEEP THOSE PROGRAMS ON BOARD. WHEN OUR PARTNERS HAVE TOLD US THAT THEY REALLY, REALLY VALUE ACADEMIC CATCH UP, WE'VE ADDED MATH TOSA, WE SAW GREAT SUCCESS OUT OF THAT DURING OUR ELEMENTARY MATH ADOPTION.

AND RECENTLY WE ADDED A TITLE ONE TOSA TO HELP DO LIKE DEMONSTRATION LESSONS AND HELP OUR STUDENTS.

OUR TEACHERS WORK WITH SMALL GROUPS AND DIFFERENTIATE LESSONS.

SO THOSE ARE JUST SOME OF THE WAYS THAT WE'VE EXPANDED SOME OF THOSE THINGS AS A RESULT OF OUR STAKEHOLDER FEEDBACK.

AND THEN FINALLY ENHANCED SAFETY OR IMPROVED SAFETY.

YOU KNOW, I WAS HOPING TO STAND UP HERE AND SAY WE WOULD HAVE A NEW REVENUE STREAM OR A NEW STREAM OF MONEY TO INCREASE DOING THOSE.

BUT SONIA AND HER TEAM WORK REALLY HARD TO MAKE SURE THAT WE'RE CONTINUALLY ADDING PROJECTS TO MAKE OUR SCHOOLS SAFE,

AFTER JULY 1ST PRICING COMES OUT, THAT'LL BE A BIG PROJECT THAT BOB AND HIS TEAM, NCIS IS UNDERTAKING AS PART OF THAT, RESPONDING TO STAKEHOLDER FEEDBACK. I JUST WANT TO HIGHLIGHT SOME ACADEMIC OUTCOMES.

AND I WANT TO POINT OUT THAT THIS IS JUNE OF 2025 DATA.

SO WHEN I GIVE MY MID-YEAR REPORT IN FEBRUARY OF 27, THAT'LL BE THE DATA THAT'S COMING IN RIGHT NOW BECAUSE THERE'S, YOU KNOW, SOME LAG TIME ON THAT DATA. THAT DATA SPOILER ALERT LOOKS EXTREMELY PROMISING.

I'M GOING TO HAVE TO RETIRE AS SOON AS THIS DATA FLATTENS OUT.

I'M JUST TELLING YOU GUYS RIGHT NOW BECAUSE EVENTUALLY IT'S GOING TO HAVE TO, BUT OUR SCHOOLS JUST ARE DOING SUCH AN AMAZING, AMAZING JOB. SO WHEN YOU LOOK AT OUR GOALS. YES.

JUST TO CLARIFY WHAT YOU SAID IS YOU'RE NOT RETIRING UNTIL THE DATA OF LAST YEAR.

THERE SEEMS TO BE A BONITA ADVANTAGE. IN ALL OF OUR SCHOOLS I FEEL LIKE OVERSHOOT WHERE THEY SHOULD SHOOT.

SKIPPING THAT PEOPLE DON'T ALWAYS RECOGNIZE ALL THE WORK AND PLANNING AND STRUCTURE THAT HAPPENS.

WHAT CAUSED THAT CHANGE? BECAUSE WE HAVE THE SAME POPULATION WITH DIFFERENT OUTCOMES.

BUT TO ME, THE BIG DIFFERENCE IS WE HAVE MUCH MORE STUDENTS ENROLLED IN AP COURSES.

OKAY. GOOD EVENING. SO TONIGHT WE'LL START GOING THROUGH THE WHOLE BUDGETING FISCAL CYCLE FROM THE BEGINNING BUDGET FOR 2027. SO WE WILL BEGIN THE PRESENTATION. SO LIKE I MENTIONED THE CYCLE WE START, WE LIKE TO THINK THAT IT STARTS IN JANUARY WHEN THE GOVERNOR RELEASES HIS PROPOSAL FOR THE 2027 BUDGET YEAR.

SO THAT DID HAPPEN THIS PAST JANUARY, AND IMMEDIATELY AFTER OUR FISCAL SERVICES DEPARTMENT WENT INTO GEAR, STARTED MEETING WITH ALL OF THE SCHOOL SITE. THEY WERE LED BY OUR SENIOR DIRECTOR, JAZMIN EGAS.

THEY SIT DOWN AND HAVE A MEETING WITH EACH INDIVIDUAL SITE ADMIN AND WHOEVER THEY LIKE TO BRING.

THEY GO LINE BY LINE, CREATING A UNIQUE BUDGET FOR EACH SCHOOL SITE, FOR THEIR NEEDS, FOR WHAT THEIR SCHOOL SITE COUNCIL HAS DECIDED THAT THEIR NEEDS AND PRIORITIES ARE. ONCE THEY'VE MET WITH ALL OF THE SCHOOL SITE DEPARTMENT HEADS AND SORRY, SCHOOL SITES AND OUR LOCAL DEPARTMENT HEADS, WE GO AHEAD AND PUT THAT ALL TOGETHER TO CREATE OUR PRELIMINARY BUDGET.

NOW, WE DO HAVE SOME DETAILS FROM OUR GOVERNOR'S PROPOSED BUDGET.

SOME OF THE DETAILS INCLUDE A 2.87% COLA FOR OUR LCFF AND ADDITIONAL INVESTMENT OF 1.44% COLA ON TOP OF THAT, FOR A TOTAL OF 4.31%.

HIS PROPOSAL ALSO INCLUDES SOME ONE TIME DISCRETIONARY FUNDS AND SOME INCREASES.

SOME HISTORIC INCREASES TO OUR SPECIAL ED FUNDING.

NOW, I SAY THAT IT THE BUDGET IS PROPOSED TO INCLUDE THAT OUR BUDGET TONIGHT WILL NOT INCLUDE SOME OF THOSE ONE TIME DOLLARS.

SO BEGINNING WITH AN OVERVIEW OF OUR BUDGET. SO OUR LCFF REVENUE INCREASED BY $5.3 MILLION DUE TO AN INCREASE IN THAT PER PUPIL FUNDING. THAT GENEROUS COLA THAT WE DID APPLY TO OUR BUDGET, BUT WE DID USE OUR CURRENT ENROLLMENT FOR NEXT YEAR. OUR STATE REVENUE INCLUDED IN THAT TOP REVENUE BUDGET IS ABOUT $200,000 LESS.

NOT MATERIALLY DRAMATIC, BUT WE DO HAVE WE DO ALWAYS BUDGET CONSERVATIVELY FOR LOCAL REVENUE.

THAT INCLUDES THE DONATION, THE ABATEMENTS THAT WE DON'T REALLY BUDGET IN ADVANCE, BUT MORE SO WE ADJUST THE BUDGET WHEN IT'S ACTUALLY RECEIVED.

SO THE BOTTOM LINE HERE ON THAT RIGHT HAND COLUMN IS A $4.8 MILLION DEFICIT IN OUR PROPOSED BUDGET. SO WE WILL. THE ONE THING I DO WANT TO MENTION THAT BEFORE WE DO JUMP INTO THE BUDGET, WE WORK HARD ON ESTIMATED OUR ACTUALS BECAUSE THE END OF THE CURRENT YEAR IS REALLY WHERE WE'RE STARTING OFF OUR BUDGET FOR NEXT YEAR.

SO THAT IS AN ESTIMATE, AN ESTIMATE OF HOW WE SEE OUR CURRENT BUDGET THIS YEAR.

BUT WE'RE GOING TO DIVE INTO OUR BUDGET FOR 2027.

SO TAKING A CLOSER LOOK AT THAT TOTAL REVENUE OF $152 MILLION.

I HAD MENTIONED THE INCREASE IN OUR LCFF. THAT DOES INCLUDE THAT 2.8% COLA AND THAT ADDITIONAL INVESTMENT.

THOSE ARE TWO OF THE FACTORS THAT WE DID INCLUDE FROM THE PROPOSED BUDGET.

THEY WERE EVALUATED AS BEING LOW RISK, MEANING WE COULD GO AHEAD AND ENCOURAGE US TO INCLUDE THAT INTO OUR BUDGET.

LIKE I MENTIONED, WE DID NOT INCLUDE ANY OF THAT ONE TIME FUNDING.

AND THOSE ARE ALSO BASED ON ASSUMPTIONS THAT ARE PROVIDED TO US BY SCHOOL SERVICES AND ALSO OTHER AGENCIES.

SO 1 OF THE MAJOR THINGS IS HERE THEY DO GIVE US COLAS FOR THE NEXT 2 YEARS.

LIKE YOU SAW HERE TODAY, WE SAW THE LOCAL ACCOUNTABILITY PLAN IN WHICH THE COMMUNITY PARTICIPATES IN THE FORMATION AND THE REVIEW OF IT.

OUR DISTRICT WENT THROUGH A PROCESS OF HOLDING FACILITIES MEETINGS WHERE COMMUNITY MEMBERS WERE INVITED TO COME.

WE DIRECTLY MAILED TO EVERY SINGLE RESIDENT. INFORMATION ABOUT THE FACILITY NEEDS AND A REQUEST TO SUBMIT QUESTIONS AND COMMENTS.

WE DO WANT TO HEAR FROM YOU AND WE WANT YOU TO BE INVOLVED.

AND I BELIEVE I'VE QUOTED THIS UP HERE BEFORE, BUT I LOVE THIS QUOTE.

I'M GLAD WE HAVEN'T FIXED THAT PROBLEM, BECAUSE I LIKE HAVING A SCHOOL THAT I CAN SEND MY KIDS TO, AND THEY GET GREAT TEST SCORES AND LEARNED A LOT OF STUFF AND HAVE GREAT EXPERIENCES.
