IN FACT, SHE HAS BEEN A TOP 10 FINISHER IN CIF NINE OUT OF 10 TIMES IN HER FOUR YEARS AT SAN DIMAS.

NOT ONLY IS CAROLYN A CIF CHAMPION, BUT SHE OWNS SEVEN SCHOOL RECORDS.

THOSE RECORDS INCLUDE 50 FREESTYLE, 100 FREESTYLE, 200 INDIVIDUAL MEDLEY, 100 BUTTERFLY, 100 BACKSTROKE, 200 FREE RELAY, AND THE 400 FREE RELAY.

SHE HAS BEEN THE FOUR-TIME TEAM SWIM MVP AND TWO-TIME LEAGUE MVP FOR SWIM.

WHEN CAROLYN WAS A FRESHMAN, COACH DANNY FIOLA KNEW SHE WOULD BE A SPECIAL ATHLETE AND SET SOME RECORDS.

IT'S BEGINNING OF OUR NEW LCAP AND THE SUN SETTING OF OUR PREVIOUS LCAP.

THAT LCAP SUN SETS OFFICIALLY ON JUNE 30TH AND THEN THIS NEW LCAP WILL PRESIDE.

QUICKLY, AS A PART OF THE LCAP IS ALWAYS A DOCUMENT CALLED THE BOP, THE BUDGET OVERVIEW FOR PARENTS, AND A REMINDER THAT LCFF LOCAL CONTROL FUNDING FORMULA FUNDS COME INTO APPORTIONMENTS.

THE BASE ALLOCATION AND THE SUPPLEMENTAL, THE BASE OBVIOUSLY IS THE LARGER APPORTIONMENT, AND THAT CAN BE USED ON SERVICES FOR ALL STUDENTS.

SUPPLEMENTAL IS FUNDS THAT COME FOR USE FOR TARGETED STUDENTS.

THERE ARE SOME CHANGES THE STATE ALWAYS LIKES TO MAKE SOME CHANGES EVERY YEAR OR EVERY COUPLE OF YEARS.

THE LCAP DOES HAVE SOME NEW CHANGES TO THE TEMPLATE.

THE BIGGEST CHANGE IS THAT DISTRICTS MUCH NOW ADDRESS ALL ACHIEVEMENT GAPS FOR STUDENT GROUPS THAT ARE IDENTIFIED IN THE LOWEST PERFORMANCE BAND ON THE CALIFORNIA DASHBOARD.

JUST A LITTLE BIT OF CONTEXT AROUND THAT BECAUSE I JUST WANT TO REMIND YOU THAT THE DASHBOARD MEASURES ABSOLUTE NUMBERS AND RATES OF CHANGE.

FOR EXAMPLE, WE HAVE SCHOOLS THAT HAVE BEEN IDENTIFIED IN THE LOWEST AREA FOR SUBGROUPS FOR CHRONIC ABSENTEEISM.

TWO SCHOOLS THAT WERE IDENTIFIED FOR SCHOOL WIDE FOR CHRONIC ABSENTEEISM.

HOWEVER, FOR EXAMPLE, OAK MESA, THEIR SCHOOL CHRONIC ABSENTEE RATE IS 11%, WHICH IS BELOW THE DISTRICT RATE.

WE DO HAVE A SCHOOL THAT IS IN THAT AREA, AND I'LL EXPLAIN A LITTLE BIT MORE LATER WHEN WE GET TO THAT.

IF YOU REMEMBER, OUR OLD LCAP HAD SIX GOALS.

IN WORKING WITH LA COUNTY OFFICE OF EDUCATION AND THE NEW TEMPLATE, THEY REALLY RECOMMENDED THAT WE FOLD THOSE INTO FEWER GOALS WITH THE ADDITION OF THE EQUITY MULTIPLIER GOAL.

WE LOOKED AT THE GOALS AND WE WORKED WITH OUR PARTNERS AND WE DID SOME NATURAL COMBINING OF GOALS.

IN OUR OLD LCA GOALS ONE AND GOALS 2, SPECIFICALLY ADDRESS STUDENT PERFORMANCE, BUT GOAL 1 WAS REALLY HIGH QUALITY LEARNING ENVIRONMENTS AND SUPPORTING THE EDUCATIONAL NEEDS OF ALL STUDENTS.

THEN GOAL 2 WAS THE SAME FOR TARGETED STUDENTS.

WE COMBINE THOSE BOTH AND CREATED ONE GOAL ON STUDENT ACHIEVEMENT, AS YOU CAN SEE THERE ON THE RIGHT, WHICH ADDRESSES CREATING HIGH QUALITY LEARNING ENVIRONMENTS AND PROGRAMS THAT SUPPORT STUDENT ACHIEVEMENT FOR ALL STUDENTS.

THEN SPECIFICALLY FOR STUDENTS WHO ARE IDENTIFIED AS EO, STUDENTS WITH DISABILITIES WHO ARE SOCIOECONOMICALLY DISADVANTAGED, STUDENTS IN FOSTER CARE, AND STUDENTS EXPERIENCING HOMELESSNESS.

TWO GOALS MADE INTO ONE.

THEN WE TOOK GOALS 3 AND GOAL 6 WHICH ARE REALLY ABOUT BASIC CONDITIONS OF LEARNING.

GOAL 3 TALKS ABOUT HAVING ACCESS TO HIGH QUALITY MATERIALS AND HIRING THE BEST STAFF AND HAVING INSTRUCTION ALIGNED TO THE STANDARDS.

THEN FINALLY, I SPOKE BRIEFLY ABOUT THE REQUIRED NEW GOAL, WHICH IS FOR EQUITY MULTIPLIER.

VISTA, SOME PEOPLE DON'T EVEN KNOW THAT WE HAVE VISTA SCHOOL.

IT'S OUR SCHOOL FOR 10TH GRADERS HOUSED AT CHAPARRAL HIGH SCHOOL, AND IT'S ELIGIBLE FOR EQUITY MULTIPLIER BECAUSE IT MEETS BOTH CONDITIONS.

THE CONDITIONS OF THAT ARE A NON-STABILITY RATE OF GREATER THAN 25% AND HIGHER THAN 70% SOCIOECONOMICALLY DISADVANTAGED STUDENT POPULATION.

VISTA IS A CREDIT RECOVERY SCHOOL EXCLUSIVELY FOR 10TH GRADERS, SO IT HAS A 100% MOBILITY RATE, OR NON-STABILITY RATE SO IT'S ALWAYS GOING TO MEET THAT CRITERIA.

THEN IT MET THE SECOND CRITERIA OF A 70% OR HIGHER SOCIOECONOMICALLY DISADVANTAGED STUDENT POPULATION.

OUR GOAL FOR EQUITY MULTIPLIER IS SPECIFIC TO VISTA OPPORTUNITY SCHOOL.

IT'S ABOUT SUPPORTING THOSE 10TH GRADE STUDENTS TO GIVE THEM INTENSIVE INTERVENTION TO RECOUP HIGH SCHOOL CREDIT THROUGH OUR HIGH QUALITY LEARNING ENVIRONMENTS AND CREATING SYSTEMS WHERE THEY CAN RECOVER A MINIMUM OF SIX CREDITS PER SBUS.

THOSE ARE THE STANDARDS BASED UNITS OF STUDIES THAT STUDENTS DO IN VISTA SO THAT THEY CAN EVENTUALLY MATRICULATE BACK TO THE COMPREHENSIVE HIGH SCHOOLS.

THE FIRST PART OF PREPARING OUR BUDGET IS TO PROJECT HOW WE'LL END THIS CURRENT YEAR, AND WE LOOK AT ALL OF OUR ACCOUNTS TO SEE WHERE WE'RE AT NOW.

WE'RE LOOKING AT THEM FIRST INTERIM, SECOND INTERIM, AND SO ESSENTIALLY, WE DO A FULL REVIEW AT THIS POINT.

THE GOAL OF THIS IS TO BETTER PROJECT WHERE WE'RE GOING TO END THIS CURRENT YEAR.

AFTER REVIEWING EVERYTHING, COMPARING IT TO WHAT I LAST PRESENTED AT SECOND INTERIM, ALL OF OUR DECREASES IN OUR BUDGET RELATE TO ABOUT 1.6 MILLION DOLLARS OF AN IMPROVEMENT TO OUR BOTTOM LINE.

THAT'S THE GOOD NEWS. ALTOGETHER, WE'RE PROJECTING OUR TOTAL ENDING FUND BALANCE AT ABOUT 49 MILLION.

THAT IS MADE UP OF THE UNRESTRICTED PORTION COMING IN AT ABOUT 24 MILLION AND THE RESTRICTED PORTION COMING IN AT ABOUT 25 MILLION SO THAT 1.6 IMPROVEMENT IS REFLECTED IN THAT 24 MILLION FOR UNRESTRICTED.

THAT REPRESENTS 15.34% OF OUR TOTAL EXPENDITURES AND FOR CURRENT YEAR, WE ARE WELL ABOVE THE 3% MINIMUM OF THE STATE AND OUR 7% FOR THE DISTRICT FOR CURRENT YEAR.

IN LOOKING AT WHAT WE CALL OUR ESTIMATED ACTUALS, AGAIN, ESTIMATING HOW WE'RE GOING TO ACTUALLY END THE YEAR WE GO THROUGH A SLEW OF THINGS.

SOME OF THE ITEMS THAT WE GO THROUGH IS LOOKING AT ANY EXPENDITURES THAT HAVE BEEN BUDGETED, BUT DUE TO TIMING OR A LONGER DURATION IN EXPENDITURES OR GOALS THAT HAVE CHANGED, THEY MAY NOT BE EXPENDED IN THIS YEAR, AND THEREFORE FALL INTO THE FUND BALANCE, OR WE LIKE TO CALL THAT CARRIED OVER.

BUT PROJECTING TODAY'S ENDING FUND BALANCE IS BASICALLY KNOWING WHERE WE'RE STARTING OUT THE YEAR, AND WE NEED TO KNOW THAT AS WE BUILD OUR NEW BUDGET FOR THE NEXT YEAR.

THE BUDGET PROCESS IS VERY DEPENDABLE BY ITS BASIC FRAMEWORK.

THE GOVERNOR RELEASED THE STATE BUDGET BACK IN JANUARY, GAVE US A GLIMPSE OF WHAT HE WAS GOING TO PRESENT FOR THE CURRENT YEAR, KNOWING THAT THERE'S ALWAYS GOING TO BE CHANGES, BUT WE TOOK THAT INFORMATION AND WE RAN WITH IT.

WE WENT AHEAD AND SINCE JANUARY, WE STARTED THE PROCESS OF DEVELOPING OUR BUDGET FROM SCRATCH.

WE MET WITH SCHOOL SITE ADMINISTRATION, DEPARTMENT LEADERSHIP, UNION LEADERS, AND OTHER STAKEHOLDERS, INCORPORATING ALWAYS THE PRIORITIES THAT ANN PRESENTED IN OUR LCAP.

WE UPDATED ALL OF OUR ESTIMATES.

IN MAY, THE GOVERNOR GAVE US AN UPDATE OF HIS PROPOSAL AND SO THEN, THEREFORE, WE USE THAT AS OUR OFFICIAL LATEST VERSION OF WHAT WE'RE GOING TO BASE OUR BUDGET ON.

ONE OF THE THINGS I WANTED TO GIVE YOU AN INSIGHT ON IS WE TIE 80% OF OUR BUDGET DIRECTLY TO THE LCAP SO WE CAN TELL YOU EACH ONE OF OUR LCAP LINES IS TIED TO LITERALLY ACCOUNT STRINGS, AND THEY DO THEIR PIVOTING MAGIC AND WE CAN TELL YOU EXACTLY HOW MUCH WE'VE DEDICATED TO EACH ONE OF OUR GOALS AND ACTIONS.

BUT THAT ALL HAPPENS IN THOSE SIX MONTHS THAT WE'RE WORKING ON THE BUDGET TO BRING US TO TODAY.

AGAIN, I MENTIONED THAT OUR BUDGET IS BASED ON THE LATEST OFFICIAL REVISION FROM THE GOVERNOR.

HE PRESENTED A FUNDED 1.07% COLA WHICH ONE IS ALWAYS BETTER THAN ZERO BECAUSE THAT'S WHAT WE STARTED OUR PROJECTIONS WITH, SO AT LEAST WE GOT ONE, AND OTHER RISKY ASSUMPTIONS THAT WERE

INCLUDED THAT ARE STILL WORKING THEIR WAY THROUGH THE PROCESS.

IT SHOULD BE FINALIZED WITHIN A COUPLE OF DAYS.

WE'LL FIND OUT HOW MUCH IT'S CHANGED, BUT FOR NOW, WE'RE GOING TO SAY THAT WE BASED OUR BUDGET ON THE MAY REVISED ESTIMATES.

LOOKING AT OUR BUDGET COMPARED TO OUR CURRENT YEAR ESTIMATES WHEN I SAID, OUR ENDING FUND BALANCE IN ONE YEAR IS HOW WILL WE BEGIN THE NEXT YEAR AND SO LOOKING AT HOW OUR BUDGET CAME TOGETHER ORGANICALLY AFTER CAMELING ALL OF THE INFORMATION THAT WE GATHERED, WE'RE LOOKING AT A CHANGE IN FUND BALANCE IN THE TOTAL RESTRICTED AND UNRESTRICTED OF ABOUT 13 MILLION DECREASE IN OUR FUND BALANCE.

LET ME EXPLAIN. WE HAVE THE SIGNIFICANT DECREASE IN REVENUES.

THAT'S WHERE YOU SEE MOST OF IT BUT THE BULK OF THAT DECREASE, IT'S ACTUALLY NOT LCFF, BECAUSE IN LCFF, WE SAW A $700,000 INCREASE, BUT THAT'S BEING OVERSHADOWED BY A LOT OF ONE-TIME MONEY THAT WE RECEIVED IN CURRENT YEAR, THAT 150 MILLION YOU SEE THERE IN THAT FIRST COLUMN AND PRIOR, AND ALL OF THAT MONEY NOW LIVES IN OUR FUND BALANCE.

FOR NEXT YEAR, WE'RE NOT ANTICIPATING A LOT OF NEW REVENUE AS FAR AS COVID FUNDS.

ALL OF THOSE SPECIAL ONE-TIME FUNDS THAT WE RECEIVED IN THE PAST, WE'RE NOT PROJECTING IN OUR CURRENT YEAR.

THAT IS THE BULK OF THE DECREASE IN OUR FUND BALANCE.

FROM THIS POINT FORWARD, YOU'RE GOING TO SEE US REALLY START SPENDING DOWN THE RESTRICTED PORTION OF OUR FUND BALANCE BUT IT IS BECAUSE IT'S THAT MONEY THAT WE HAVE A VERY STRICT TIMELINE IN ORDER OF WHICH TO SPEND IT IN SO WE'RE NEVER GOING TO LEAVE A DOLLAR UNSPENT IF WE CAN PUT IT TO GOOD USE.

LIKE I SAID, OUR PROJECTED REVENUES ARE ABOUT 139 MILLION.

IT DOES REFLECT THAT SLIGHT INCREASE IN COLA FOR OUR LCFF.

WE ARE BASING OUR LCFF THE ADA BASED ON CURRENT YEAR.

I'LL GO INTO A LITTLE MORE DETAIL BUT THESE ARE JUST THE ASSUMPTIONS THAT WE ARE PROJECTING.

REVENUES DON'T INCLUDE THE REVENUE LINE ITEMS THAT WE CAN'T REALLY BUDGET FOR, LET'S SAY FOR DONATIONS, INTEREST, AND ABATEMENTS.

THOSE GET ADDED TO THE BUDGET AS WE RECEIVE THEM THROUGHOUT THE YEAR.

WHEN YOU COMPARE ESTIMATED ACTUALS TO NEXT YEAR'S BUDGET, THERE'S ALWAYS GOING TO BE THAT TIMING DIFFERENCE BECAUSE YOU'RE LOOKING AT SOMETHING AT THE END OF THE YEAR VERSUS BEFORE THE YEAR EVEN BEGINS.

LET'S SEE HERE. LCFF IS STILL MAKING UP THE LARGEST PART OF OUR REVENUE COMING IN AT 82% OF OUR TOTAL RESTRICTED AND UNRESTRICTED REVENUE.

NOW, LCFF, WE HAVE BEEN SEEING A STEADY INCREASE IN OUR PER-PUPIL FUNDING, WHICH IS GREAT NEWS BUT THE ONLY WAY TO MAXIMIZE THAT INCREASE IS BY IMPROVING OUR ADA.

THERE'S A LOT HERE FOR US TO TAKE ADVANTAGE OF BUT THE GOOD THING IS THAT NOW AND IN THE NEXT TWO YEARS, THERE WILL BE THAT STEADY INCREASE BUT IT'S ALL ABOUT OUR ENROLLMENT AND OUR ATTENDANCE IN ORDER TO SEAL THAT DEAL.

IN WHAT YEAR IS THIS '21/'22, WE SAW A SIGNIFICANT DIP, BUT WE HAVE MADE STEADY PROGRESS.

IN STARTING OUT AN ADA INCENTIVE, WE WERE ABLE TO SEE A GREAT IMPROVEMENT.

WE HOPE TO SURPASS THAT NEXT YEAR.

OUR PROJECTED EXPENDITURES ARE ABOUT 153 MILLION, AND THE USUAL THAT WE ALWAYS INCLUDE HERE IS STEP AND COLUMN, RATE, CHANGES IN PERS, AND THE FACTOR FOR INFLATION.

AS CONSISTENT WITH OTHER YEARS, 82% OF OUR TOTAL EXPENDITURE IS FOR PERSONNEL COSTS, BOTH SALARY AND BENEFITS.

LIKE I MENTIONED, WE'RE USING CURRENT YEAR ADA.

WE ARE FUNDED ON THE GRADER OF OUR HOLD HARMLESS, WHICH IS THE AVERAGE OF THE LAST THREE YEARS AND/OR THE GREATER OF CURRENT YEAR OR THE PRIOR YEAR.

FOR NEXT YEAR, BUT WE'RE HOPING THAT IT'LL BE GREATER IN NEXT YEAR, SO WE'LL GET FUNDED ON THAT NEW NUMBER, BUT IF NOT, WE'RE GOING TO BE FUNDED ON THIS YEAR'S, SO WHICH IS STILL HIGHER THAN WHAT THAT HOLD HARMLESS WOULD HAVE BEEN.

AGAIN, FOR THE NEXT TWO YEARS OUT, OUR EXPENDITURES INCLUDE STEP AND COLUMN, THE INFLATIONARY FACTOR, AND THE CHANGE IN PERS.

NOW, THE THIRD YEAR OUT, WE DO HAVE TO CONSIDER SOME COST SAVINGS BECAUSE THERE ARE THINGS THAT WE'RE GOING TO COME ACROSS BECAUSE THERE HAVE BEEN THOSE ONE-TIME FUNDS THAT WE'VE HAD THAT I MENTIONED, WE'RE SPENDING DOWN, THAT CERTAIN COSTS WE'VE NOW BROUGHT THEM OVER TO THE GENERAL FUND.

IT'S AMAZING. OUR CULINARY TEAM PLACED IN THE TOP 10 IN THE NATION AGAIN.

OUR SCORES WERE UP ACROSS ALL OUR TEST AREAS.

AND WE DID HAVE SOME LEAGUE AND CIF CHAMPIONS.

AGAIN, ALMOST EVERY MEETING, WE'VE RECOGNIZED SOME OF THEM.

CONGRATS ANN AND KIM AND VANESSA ON THE MANAGEMENT AND FOR ALL THE WORK THAT YOU DO TO PROMOTE THOSE PROGRAMS AND THE TEACHERS THAT ARE INSPIRING OUR STUDENTS TO DO SOME REALLY AMAZING THINGS.

LASTLY, THE SUMMER PROGRAMS ARE BUSY AND GOING, BUT HAVE A NICE SUMMER, EVERYONE, AND PARENTS KEEP YOUR CHILDREN READING, RELAX WITH THE BOOKS, STAY IN THE SHADE.
