REPORT OUT OF CLOSED SESSION. IN CLOSED SESSION THE BOARD TOOK ACTION TO APPROVE A FINAL SETTLEMENT AGREEMENT AND RELEASE BETWEEN PARENTS NS AND THE BUILDING A UNIFIED SCHOOL DISTRICT OH CASE NUMBER 2019030204. PURSUANT TO WHICH THE DISTRICT HAS AGREED TO FUND AND PROVIDE EDUCATIONAL SERVICES TO STUDENTS AND THE STUDENTS PARENTS HAVE RELEASED CLAIMS AGAINST THE DISTRICT IN EXCHANGE FOR EDUCATIONAL SERVICES AS SPECIFIED IN THE AGREEMENT. THE MOTION WAS MADE BY GLENN CREIMAN AND SECONDED BY CHUCK COYNE. THE VOTE WAS UNANIMOUS WITH DEREK ABSENT. WE ALSO HAD FIVE POINT TO TWO IN CLOSED SESSION. I JOIN DIANE IN THANKING THE COMMUNITY FOR BACKING MEASURES A B AND C TO PROVIDE THIS GREAT NEW FACILITY FOR THE DISTRICT AS WELL AS ALL THE MODERNIZATION AND UPGRADES AND NEW BUILDINGS THAT WENT UP. ACROSS THE DISTRICT OVER THE LAST 15 YEARS. TONIGHT I WANT TO START UP BY THANKING THE FOLKS THAT BONITA NEED A HIGH SCHOOL FOR THE USE OF THEIR FACILITIES FOR THE BOARD MEETINGS FOR THE LAST TWO YEARS. I KNOW THAT IT WAS EXTRA WORK FOR THEM TO SET UP. EVERY WEDNESDAY ONCE A MONTH FOR US AND TAKE DOWN AND GET READY FOR CLASSES AGAIN. SO WE APPRECIATE ALL THE WORK THERE AND THE COOPERATION. I THINK THE STAFF FOR ALL THE WORK ON THE LCAP PROJECT THAT'S DRAW IS IN JUST ABOUT EVERYBODY INVOLVED AND AT THE DISTRICT OFFICE GETTING THAT DOCUMENT READY AND THE MORE YOU READ IT THE MORE YOU REALIZE HOW MUCH WORK IS REALLY INVOLVED IN ANALYZING ALL THAT AND I APPRECIATE YOU PUT IT IN SUCH A READABLE FORMAT. IT WAS A BUSY MONTH WITH GRADUATIONS AND PROMOTIONS. MYSELF I WENT ON A TOUR OF THE C TECH FACILITIES AT THE FAIR BALL AT PLEX THAT WE HAVE SOME COOPERATION WITH. I ATTENDED A MCKINLEY CHILDREN'S CENTER BOARD MEETING LAST MONTH. REALLY ENJOYED THE LAVERNE ST. AMOS EDUCATIONAL FOUNDATION'S AWARDS AT THE BONITA CENTER FOR THE ARTS. EARLIER THIS IN MAY WAS STILL IN MAY AND I APPRECIATE ALL THE ALL THE SUPPORT THAT NUMBER ONE THAT THE FOUNDATION PROVIDES FINANCIALLY BUT ESPECIALLY THE MORAL SUPPORT THAT THE FOUNDATION PROVIDES FOR THE STUDENTS ALL ACROSS THE DISTRICT. PARTICULARLY THE ONES THAT HAVE FACED CHALLENGES IN THE SCHOOL YEAR THAT HAS JUST COMPLETED SOME OF THEM HAVE REALLY BEEN DEALT A TOUGH DECK OF CARDS FOR LIFE AND THEY PERSEVERE AND THAT'S ONE OF THE NICEST THINGS THAT THE FOUNDATION DOES EACH YEAR IS PROVIDE THE PERSEVERANCE AWARDS FOR THE CHILDREN WHO HAVE PERSEVERED THROUGH TOUGH TIMES ATTENDED BOTH THE SANDY MISS AND THE LAVERNE TEACHER OF THE YEAR EVENTS ALWAYS[00:05:04]
A HIGH POINT OF THE YEAR. SEEING THE TEACHERS WHO WORKED HARD AND EXCELLED AT THEIR JOBS GET SOME OF THE RECOGNITION THAT THEY TOO MUCH DESERVE. WE DID SOMETHING NEW THIS YEAR WE DID JOB SHADOWING WITH SOME OF THE CLASSIFIED FOLKS. AND HAD AN APPRECIATION LUNCH AT THE GARAGE OVER AT THE [INAUDIBLE] RIGHT HERE NOW OVER AT THE DISTRICT OFFICE ANYMORE. I WAS JOB SHADOWING ONE OF THE SECURITY PEOPLE AT BONITA HIGH SCHOOL JOHN [INAUDIBLE] AND HE WERE CLOSE. THANK YOU AND VERY VERY ENLIGHTENING. I APPRECIATE ALL THE TIME HE SPENT WITH ME AND I SAW PARTS OF THAT CAMPUS THAT I HAD NEVER SEEN BEFORE. ATTENDED OPEN HOUSES WE HAD THE LAST FEW OPEN HOUSES IN MAY. HELPED JUDGE THE SENIOR PROJECTS THAT WE NEED A HIGH SCHOOL IN SAN DIMAS HIGH SCHOOL. ENJOYED THE OPENING OF THE TIME CAPSULE AT LAVERNE HEIGHTS THE FORMER PRINCIPAL WHO WAS RESPONSIBLE FOR PUTTING THAT TIME CAPSULE UNDER THE GROUND WAS THERE AND HER NAME WAS MARCIA PETRILLO AND THAT ACTUALLY THE LITTLE GIRL WHO TWENTY FIVE YEARS AGO WAS THE ASB PRESIDENT THAT HELPED PUT THAT TOGETHER IS NOW A FIFTH GRADE TEACHER AT. LAVERNE HEIGHTS. SO THAT WAS KIND OF NEAT. AND THEN WE HAD THE PROMOTIONS AND GRADUATIONS ALWAYS UH FUN AND EXCITING AND EMOTIONAL TIME FOR ALL THE PARENTS AND STUDENTS AND ESPECIALLY THE TEACHERS WHEN WHEN THEY SEE ANOTHER CROP OF NEED A UNIFIED SCHOOL DISTRICT STUDENTS GO OFF TO A SUCCESSFUL NEXT STEP IN THEIR FUTURES. YEAH I JUST WANTED TO ADD TO CHUCK'S REPORT THIS WAS MY FIRST FULL YEAR AS A SCHOOL BOARD MEMBER. MY SECOND CYCLE OF PROMOTIONS AND GRADUATIONS AND IT IS SUCH A HIGHLIGHT OF A SCHOOL BOARD EXPERIENCE TO BE AT THE CULMINATION OF A STUDENT'S K THROUGH 12 EXPERIENCE SO TO BE STANDING ON THE STAGE OVER AT THE BCA FOR CHAPARRAL OR OVER AT CITRUS FOR BONITA AND SAN DIMAS HIGH SCHOOL FOR SAN DIMAS TO WATCH THOSE SENIORS JUST WRAP UP THEIR BONITA UNIFIED SCHOOL DISTRICT EXPERIENCE AND BE ABLE TO CONGRATULATE THEM ON THAT. IT WAS A HIGHLIGHT OF MY FIRST FULL YEAR AS A SCHOOL BOARD MEMBER AND ALSO TO THE ALL OF THE END OF YEAR ACTIVITIES WHERE WE RECOGNIZE EXCELLENCE IN OUR SCHOOL DISTRICT. WE CERTAINLY DON'T HAVE A LACK OF EXCELLENCE BUT TO BE ABLE TO RECOGNIZE EXCELLENCE WITH OUR STUDENTS OUR TEACHERS STAFF AND ADMINISTRATORS. IT WAS A GOOD TO BE A PART OF THAT AND WE'LL BE RECOGNIZING OUR EMPLOYEES OF THE YEARS. A LITTLE BIT LATER IN THE FUTURE PRESENTATION. ONE OF THE. ADDITIONAL HIGHLIGHTS AT THE SCHOOL SITES WAS THE THAT I ATTENDED WAS THE LAVERNE HEIGHTS 10TH ANNUAL MULTICULTURAL DANCE FESTIVAL AND I REALLY IT WAS THE SECOND TIME I ATTENDED THAT EVENT AND IT'S JUST SUCH A WONDERFUL COMMUNITY EVENT. YOU HAVE PARENTS THAT CAMP OUT IN THE WEE HOURS OF THE MORNING TO GET TO GET THE BEST POSSIBLE SEAT FOR THEIR STUDENTS. AND YOU SEE IT'S A MULTIGENERATIONAL EXPERIENCE. YOU SEE GRANDPARENTS YOU SEE STUDENTS WHO HAVE PARTICIPATED IN THIS EVENT COMING BACK TO THE COMMUNITY JUST TO WITNESS IT. AND IT WAS JUST A WONDERFUL EVENT BUT IT IS TRULY BECOME A COMMUNITY WIDE EVENT. AND FOR ME IT'S A CAN'T MISS EVENT. SO I REALLY ENJOYED. RECEIVING THAT INVITE. SO I WANT TO EXTEND TO ALL OF THE SCHOOL SITE ADMINISTRATORS. BUT I'VE BEEN TALKING ABOUT THE CALIFORNIA SCHOOL BOARDS ASSOCIATION'S FULL AND FAIR FUNDING EFFORT AND TOMORROW THE STATE OF CALIFORNIA IS GOING TO BE VOTING ON THEIR STATEWIDE BUDGET WHICH BASICALLY DICTATES WHAT SCHOOL DISTRICTS THROUGHOUT THE STATE GET OR DON'T GET FOR THAT MATTER. AND AS A STATE WHERE THE FIFTH LARGEST ECONOMY IN THE WORLD. LET ME REPEAT THAT WE'RE THE FIFTH LARGEST ECONOMY IN THE WORLD. WITH THAT SAID OUR STUDENT TO TEACHER RATIO IS FORTY FIFTH IN THE NATION. SO AGAIN LET ME REPEAT THAT. FIFTH IN THE NATION WHEN IT COMES TO LARGEST ECONOMY. FORTY FIFTH.I'M SORRY. FIFTH IN THE WORLD WE'RE FORTY FIFTH IN THE NATION WHEN IT COMES TO STUDENT TO TEACHER RATIOS. WE AS A SCHOOL BOARD KNOW WE CAN DO BETTER AND WE DO EXCEPTIONALLY WELL WITH WHATEVER WE GET FROM THE FEDERAL AND STATE GOVERNMENTS.
BUT WE KNOW FULL WELL THAT WE CAN DO BETTER. AND YOU CAN ADD YOUR VOICE. THE LAST TIME I REPORTED THE NUMBERS WE WERE AT JUST ABOUT FIVE HUNDRED OR FIVE THOUSAND INDIVIDUAL SIGNATURES THAT SUPPORT FOR FUNDING IN THE STATE OF CALIFORNIA. AND JUST BEFORE THIS MEETING I LOOKED AT THE PETITION AND WE'RE JUST OVER SEVENTY FIVE HUNDRED. SO AGAIN THESE ARE SEVENTY FIVE HUNDRED INDIVIDUAL VOICES THAT HAVE ADDED TO THE SCHOOL BOARDS AND SCHOOL DISTRICTS THROUGHOUT THE NATION OR THROUGHOUT THE STATE THAT HAVE SAID YOU KNOW WHAT OUR KIDS OUR KIDS DESERVE THE BEST EDUCATION POSSIBLE. AND AGAIN YOU CAN ADD YOUR INDIVIDUAL VOICE TO THIS EFFORT BY GOING TO FULL AND FAIR FUNDING DOT ORG AND ADD YOUR VOICE TO THAT. IT'S NEVER TOO LATE TO ADVOCATE FOR OUR KIDS. THANK YOU. AND WE WERE GOOD ENOUGH STEWARDS OF THE MONEY WHERE YOU CAN SEE WHAT WE ENDED UP WITH UNDER BUDGET ON EVERYTHING OR SLIGHTLY RIGHT AT BUDGET ON EVERYTHING. BONDS. SO I APPLAUD THE PEOPLE THAT WERE DOING THE OVERSIGHT. BESIDES THE BOND OVERSIGHT COMMITTEE BUT SUSAN AND HER TEAM IN THE DISTRICT AND AND BEFORE HER THAT RAN THIS THROUGH. ONE THING THAT IS REALLY ALSO KIND OF TOUCHING WHEN YOU GO TO THE PROMOTIONS AND THE GRADUATIONS IS IT IS HEARTWARMING TO SEE THE EXPRESSIONS ON THE FACES OF THOSE PARENTS AND THE FAMILIES AND AND JUST HOW PROUD THEY ARE OF THE KIDS BUT ALSO SOME OF THE EXPRESSIONS ON THE GRADUATES WHEN ALL OF A SUDDEN THEY REALIZE THEY DID IT AND THEY ARE THERE AND I DID NOTICE A COUPLE OF TIMES WHERE THEY JUST KIND OF TOOK A BREATH AND IT WAS REALLY CUTE AND KIND OF FUN. I AM THRILLED ALSO TO HAVE OUR DISTRICT OFFICE FAMILY BACK IN THEIR HOME AND OUR UPDATED OFFICE. REALLY. ONE GROUP OF STUDENTS THAT GET PARTICULAR ATTENTION IN THAT PLAN IS OUR FOSTER YOUTH HERE TO GIVE AN UPDATE ON THE FOSTER YOUTH AND BONITA. AND GIVE AN OVERVIEW OF THE DESIGNATION OF LOCAL GROUP HOMES AS A SHORT TERM RESIDENTIAL TREATMENT PROGRAMS. SENIOR DIRECTOR OF SPECIALIZED STUDENT SERVICES MARC ROGERS THANK YOU MATT. ALL RIGHT. BUT IT BEGAN ACTUALLY BACK IN 2015 WITH THE ASSEMBLY BILL FOR OR THREE WITH SLOTS WHAT'S CALLED THE CONTINUUM OF CARE REFORM DESIGNED TO IMPROVE CARE FOR FOSTER YOUTH ACROSS AGENCIES ALL OVER THE STATE OF CALIFORNIA. THOSE PROGRAMS FELL PRIMARILY TO CHILD PROTECTIVE SERVICES WHAT WE CALL DCF FEST HERE IN LOS ANGELES COUNTY TO DEVELOP WHAT THIS WOULD LOOK LIKE BUT ONE OF THE MAJOR ELEMENTS THAT CHANGED WAS THE PHASING OUT OF CONGREGATE[00:30:04]
CARE WHAT WE'VE TRADITIONALLY CALLED GROUP HOMES WAS SET TO BE PHASED OUT ENTIRELY AND REPLACED OVER TIME WITH LARGER NUMBERS OF PLACEMENTS IN PRIVATE FOSTER HOMES OR IN-HOME SETTINGS THROUGH AGENCY. SO THAT WAS KIND OF THE IDEA BEHIND WHAT WOULD HAPPEN WITH GROUP HOMES IN THE LONG TERM. HOWEVER THE PROCESS RECOGNIZED THAT THERE WOULD BE A SMALLER NUMBER OF STUDENTS WHO WERE JUST NOT READY FOR A HOME SETTING AND HAD MORE INTENSIVE THERAPEUTIC NEEDS. SO THEY DEVELOPED THIS CONCEPT OF A SHORT TERM RESIDENTIAL THERAPEUTIC PROGRAM OR SDR RTP IN ORDER TO KIND OF FILL THAT GAP. THEY ESTIMATE RIGHT NOW THAT WE RECENTLY HEARD FROM DCF S THERE'S SOMETHING LIKE 800 TO 1000 STUDENTS IN LOS ANGELES COUNTY WHO ARE ELIGIBLE RIGHT NOW FOR AN SDR RTP PLACEMENT. SO DCF FAST BEGAN THE PROCESS OF REDEVELOPING AND SC RTP LICENSE THAT WOULD REPLACE THE GROUP HOME LICENSE THAT HAD BEEN IN PLACE FOR A LONG TIME. UNFORTUNATELY THE EDUCATIONAL SYSTEM WAS LARGELY LEFT OUT OF THAT PROCESS OF DEVELOPING THE LAWS AND THE LICENSING FOR WHAT THE SDR TEPEES WOULD LOOK LIKE AND HOW THEY WOULD FUNCTION. SO THAT'S SORT OF WHERE WE FIND OURSELF NOW AND WHERE THE SDR PIECE CAME FROM. SO WHAT IS THE SORT OF FUNDAMENTAL IDEA OF AN ESTA RTP THEY STILL LOOK LIKE GROUP HOMES. THEY HAVEN'T PHYSICALLY CHANGES STUDENTS WHO ARE IN RESIDENCE IN MORE OF A GROUP HOME SETTING AS OPPOSED TO A PRIVATE HOME.SHORT TERM MEANS UP TO SIX MONTHS ALTHOUGH IT MAY BE CONSIDERABLY LONGER FOR INDIVIDUAL CHILDREN BUT THAT'S KIND OF THE TARGET. IT'S AN INTENSIVE THERAPEUTIC ENVIRONMENT AT THE SD RTP FACILITY WITH INCREASED COUNSELLING AND WHAT THEY CALL WRAPAROUND SUPPORT. AND THE GROUP HOMES WHO NOW HAVE BECOME OUR STEREOTYPES DO RECEIVE ADDITIONAL FUNDING SO THE AMOUNT OF FUNDING PER YOUTH FOR NASTY RTP IS MORE THAN IT USED TO BE FOR A GROUP HOME IN RECOGNITION OF THE FACT THAT THE SUPPORT NEEDS ARE GREATER. HOWEVER BECAUSE OF THE ESSENTIAL LACK OF INVOLVEMENT OF THE EDUCATION COMMUNITY THERE'S NO SPECIFIC REQUIREMENT IN LICENSING RELATED TO EDUCATIONAL OUTCOMES. SOMETHING AS SIMPLE AS MAKING SURE STUDENTS GET TO SCHOOL IS JUST NOT EXPLICITLY IN THEIR LICENSING. SO WE HAVE TO WORK WITH THEM TO MAKE THOSE KIND OF THINGS HAPPEN. AND ON THE SCHOOL SIDE ALTHOUGH THERE IS FUNDING IN THE LOCAL CONTROL FUNDING FORMULA FOR FOSTER YOUTH. NOTHING ABOUT THAT FORMULA CHANGED SO THE SCHOOLS AND SCHOOL DISTRICTS ARE NOT GETTING ADDITIONAL FUNDING TO SUPPORT STUDENTS FROM EPR TEPEES ALTHOUGH THOSE STUDENTS OBVIOUSLY ATTEND OUR SCHOOLS. SO THAT WAS SORT OF A CONSEQUENCE OF THE FACT THAT SOME OF THESE PROGRAMS AND APPROACHES WERE DEVELOPED WITHOUT A LOT OF INPUT FROM THE EDUCATION COMMUNITY. SO WHAT DOES THE ICRC IF YOU LOOK LIKE HERE IN BONITA ALL FOUR OF OUR GROUP HOMES HAVE CONVERTED TO OUR SARA TO PEACE. SO DAVID AND MARGARET HAYNES MCKINLEY AND HERITAGE. AND THAT KIND OF MOBILITY IS PART OF WHAT ONE OF MANY THINGS THAT MAKES WORKING WITH THESE STUDENTS CHALLENGING THAT THEY ARE SPENDING BARELY A QUARTER OF A SCHOOL YEAR WITH THIS ON AVERAGE. AND WE EXPECT THAT NUMBER TO BE PRETTY CONSISTENT BECAUSE THESE ARE DESIGNED TO BE SHORT TERM STAYS CHALLENGES OF THE SC RTP THAT WE HAVE FOUND. THIS HAS BEEN COMING FOR A WHILE THAT HAS BEEN SORT OF FULLY IMPLEMENTED THIS YEAR. WE ARE CERTAINLY SEEING A HIGHER FREQUENCY OF YOUTH WITH INTENSIVE SUPPORT NEEDS WITH SIGNIFICANT EDUCATIONAL GAPS. A YEAR OR MORE BEHIND IN TERMS OF CREDITS AND PROGRESS CHURCH GRADUATION A MUCH HIGHER PERCENTAGE OF STUDENTS WHO HAVE ESSENTIALLY NOT SPENT ANY TIME IN TRADITIONAL EDUCATIONAL SETTINGS INCLUDING IN SOME CASES WERE EVEN CHAPARRAL FEELS OVERWHELMING. MUCH HIGHER FREQUENCY OF WHAT WE THINK OF AS SEVERELY PROBLEMATIC BEHAVIOR LIKE SCHOOL REFUSAL STUDENTS LIKE WON'T EVEN GO TO SCHOOL AT ALL AND A HIGHER PERCENTAGE OF YOUTH WHO ARE UNDER IDENTIFIED FOR SPECIAL EDUCATION IN LARGE PART BECAUSE THE HIGH MOBILITY TYPICAL TIMELINE FROM THE REQUEST FOR ASSESSMENT TO. THE FIRST IEP MEETING IS ABOUT 75 DAYS WHICH YOU CAN SEE IS CONSIDERABLY LONGER THAN OUR AVERAGE STAY. AND THAT'S GOING TO BE TYPICAL SO WE OFTEN SEE STUDENTS WHO ARE MOVING SO FREQUENTLY THEY NEVER COMPLETE THE ASSESSMENT PROCESS AND HAVE SERIOUS ISSUES BUT NO IEP IN PLACE TO SUPPORT THEM. THE ATTORNEYS THAT WE HAVE WORKED WITH FOR A NUMBER OF YEARS AT THE ALLIANCE FOR CHILDREN'S RIGHTS REFERS TO CHAPARRAL AS OUR CIRCLE OF LOVE FOR THESE KIDS AND THAT IS AN ABSOLUTELY ACCURATE STATEMENT. AND THE CIRCLE OF LOVE IS NOT QUITE ENOUGH FOR THE NEEDS OF SOME OF THESE GROUPS SO WE ARE SCRAMBLING TO DEVELOP NEW PROGRAMS EVEN IN THE PLACES THAT WERE PURPOSE BUILT FOR STUDENTS WHO WERE STRUGGLING WITH THOSE SOME OF THOSE ISSUES WERE NEEDING TO DO VERY BASIC EMOTIONAL STABILIZATION LIKE WITH THESE STUDENTS WHO ARE REFUSING SCHOOL JUST TO EVEN GET THEM TO SCHOOL AT ALL LET ALONE TO MAKE ACADEMIC PROGRESS. AT MUCH HIGHER FREQUENCIES. MUCH SMALLER NUMBERS OF STUDENTS READY FOR THE COMPREHENSIVE ENVIRONMENT. SO THERE IS A LARGER IMPACT ON CHAPARRAL THAN THERE IS ON OUR COMPREHENSIVE CAMPUSES. AND WHEN YOU LOOK AT FUNDING MODELS THROUGH LOCAL CONTROL FUNDING FORMULA AND WHAT'S CALLED OUT-OF-HOME CARE FUNDING WHICH COMES FOR SPECIAL EDUCATION STUDENTS THROUGH OUR SELF THERE IS ABSOLUTELY NO WAY IN ANY OF THOSE FUNDING MODELS THAT ACCOUNT FOR THESE SORT OF EXTRA NEEDS OF STUDENTS IN ESTA RTP. A STUDENT IN A PRIVATE FOSTER HOME WHO'S THERE FOR THREE OR FOUR YEARS IS FUNDED AT THE SAME RATE AS A STUDENT WHO'S IN A NASTY RTP FOR FOUR MONTHS. SO THE MODELS JUST DO NOT MATCH THE NEED AT THIS POINT. SO WHERE ARE WE GOING. WHAT ARE WE ALREADY DOING AND WHAT DO WE NEED TO DO. WE ARE IN THE PROCESS OF DEVELOPING NEW PROGRAMS TO DO BETTER SUPPORT THEIR UNIQUE NEEDS. THAT'S ALREADY HAPPENING. WE HAVE SOME CONCRETE IDEAS THAT WE ARE WORKING ON. WE NEED TO BOLSTER OUR SUPPORT RESOURCES WE'VE ALREADY ADDED A BIT MORE FOSTER LIAISON ON TIME WE'VE GOT IT A BIT MORE SCHOOL PSYCHOLOGISTS TIME AND YOU KNOW WE'RE BRINGING ADDITIONAL COUNSELING IN SO WE'RE TRYING TO TARGET CHAPARRAL WITH SOME ADDITIONAL RESOURCES. WE ARE ACTIVELY WORKING IN PARTICULAR WITH THE MENTAL HEALTH SUPPORT TEAMS AT THE AUSTERITY PIECE THESE FOLKS WHO WERE BROUGHT IN TO DO THERAPEUTIC SUPPORT TO TRY TO GET THEM ONTO OUR CAMPUSES TO NOT JUST TO SUPPORT AFTER THREE O'CLOCK BUT BETWEEN 8 O'CLOCK AND 3 O'CLOCK AS WELL UNDERSTANDING THEY ARE UNDER NO LEGAL REQUIREMENT TO COOPERATE WITH US. SO THOSE ARE BOTH KIND OF THE LOCAL AND THE COUNTY AND STATE LEVEL THINGS THAT WE HAVE BEEN AND ARE WORKING ON TO DO EVERYTHING WE CAN TO SUPPORT THESE ARE THERE ANY QUESTIONS. MARK I HAVE A COMMENT. AND DEFINITELY THE THE AREA OF MOST INTEREST TO OUR HIGH SCHOOL STUDENTS FOR FUTURE EXPANSION IS IN HEALTH SCIENCES. SO IT'S DEFINITELY A PLACE WHERE WE'RE LOOKING TO EXPAND. WE ALSO HAVE SOME WE'RE LUCKY TO BE ENGAGED IN SOME REALLY PRODUCTIVE PARTNERSHIPS. OUR FIRST PARTNERSHIP IS WITH THE LEARNING CENTERS AT THE FAIR PLEX IN A COUPLE OF OUR BOARD MEMBERS. THEY ALSO HAVE THE CULINARY AND ACTUALLY OUR TEACHER HAS TAUGHT THAT CULINARY PROGRAM THERE IN URBAN FARMING AND WATER DISTRIBUTION STUDENTS THAT COMPLETE THE WATER DISTRIBUTION COURSES OVER THERE ACTUALLY HAVE A CERTIFICATION TO BE HIRED BY SOME OF OUR LOCAL WATER COMPANIES. WATER IS A BIG INDUSTRY IN THIS AREA AS I'M SURE YOU'RE AWARE OUR SECOND PARTNERSHIP IS THE SAN ANTONIO RFP AND THAT'S A JOINT PARTNERSHIP AGREEMENT THAT BONITA UNIFIED IS IN WITH POMONA UNIFIED. AND SO AS A RESULT OF THAT PARTNERSHIP OUR STUDENTS HAVE THE OPPORTUNITY TO TAKE COURSES AT THE VILLAGE AT INDIAN HILL. THEY HAVE A FULL COSMETOLOGY PROGRAM. THEY ALSO HAVE THE SAME CULINARY PATHWAY WE DO FILM VIDEO MARKETING AND YOU'LL SEE THOSE LITTLE ASTERIX THERE. I'M GOING TO TALK A LITTLE BIT LATER ABOUT ARTICULATION AND WHAT THAT MEANS BUT THOSE ARE ARTICULATED COURSES FOR OUR STUDENTS. WE JUST BEGAN THIS YEAR AND THIS IS REALLY EXCITING DUAL ENROLLMENT. SO WHAT IS DUAL ENROLLMENT THAT MEANS THAT A HIGH SCHOOL STUDENT IS ENROLLED IN A HIGH SCHOOL COURSE AND A COLLEGE COURSE AT THE SAME TIME AT NO COST TO THE STUDENT. AND THESE COURSES ARE ALREADY UC CSU APPROVED FOR TRANSFER. SO WE STARTED THIS YEAR WITH IT ON THE HIGH SCHOOL SIDE OF THINGS ON YOUR HIGH SCHOOL TRANSCRIPT IT APPEARS AS AP CALCULUS ON YOUR MOUNT SAC COLLEGE TRANSCRIPT IT APPEARS AS MATH 180 AND ONE EIGHTY ONE. SO AT THE CULMINATION OF THIS YEAR OUR AP CALCULUS STUDENTS LEFT BONITA UNIFIED SCHOOL DISTRICT WITH EIGHT UNITS OF CALCULUS ANALYTICAL GEOMETRY COLLEGE LEVEL MATH. SO THAT'S PRETTY EXCITING. THIS YEAR WE'RE OFFERING AP CALCULUS AS WELL AS AMERICAN SIGN LANGUAGE TOO. ON THE HIGH SCHOOL TRANSCRIPT IT'LL READ AS SIGN 1 A 1 IN 1 OR 2 ON THEIR MOUNT TECH COMMUNITY COLLEGE TRANSCRIPT AND SO AT THE SUCCESSFUL COMPLETION OF THAT COURSE THEY'LL HAVE EIGHT UNITS OF COLLEGE AMERICAN SIGN LANGUAGE. THE SECOND BIG INITIATIVE IN THIS LCAP IS WE'VE TALKED ABOUT IT MANY TIMES THE MENTAL HEALTH INITIATIVE FOR NEXT YEAR THE FOCUS ON MENTAL HEALTH. AND SO THE MAJOR NEW EXPENDITURE IN THIS VERSION OF THE LCAP IS THE HIRING OF THE 8 ADDITIONAL MENTAL HEALTH COUNSELORS. SOCIAL EMOTIONAL HEALTH OF OUR STUDENTS IS KEY TO THEIR DEVELOPMENT NOT ONLY ACADEMICALLY BUT THEIR ABILITY TO DEVELOP JUST AS A HUMAN BEING WE BY PUTTING FORTH THESE EIGHT COUNSELORS ARE GONNA PUT THOSE STUDENTS IN POSITION TO THRIVE. SO THE STATE I WAS TALKING ABOUT WE WERE AT 2 PERCENT THERE AT ABOUT ELEVEN POINT FIVE PERCENT OF THEIR REVENUES IS THE WAY THEY CALCULATE IT. AND THAT INCLUDED A COLA A COLA INCREASE THREE POINT TO SIX COLA COST OF LIVING AND THEN GOVERNOR'S ALSO BEEN SAYING ACTUALLY SINCE JANUARY WE THE THE INCREASE THAT WE HAD EXPECTED WE WOULD WE WOULD HAVE IN OUR STIRS RATE THIS YEAR WHICH IS OUR TEACHERS RETIREMENT WOULD BE LESS THAN WHAT HAD PREVIOUSLY BEEN REJECT BEEN PROJECTED.
