MEGAN HAS BEEN AN ASB FOR THREE YEARS.
SHE WAS THE COMMISSIONER OF THE ACTIVITIES HER SOPHOMORE YEAR, THE JUNIOR CLASS PRESIDENT HER JUNIOR YEAR, AND THIS YEAR SHE IS THE ASB PRESIDENT.
SHE HAS BEEN ON THE VARSITY DIVING TEAM EVERY SEASON WHILE AT BONITA, AND SHE PLAYED ONE YEAR OF VOLLEYBALL HER FRESHMAN YEAR, MEGAN IS AN OUTSTANDING STUDENT WHO HAS A FOUR POINT ONE GPA IN ADDITION TO OUR ACTIVITIES AND ATHLETIC COMMITMENTS.
MEGAN IS DOING HER SENIOR PACE RESEARCH PROJECT ON THE PROS AND CONS OF CHILDREN PARTICIPATING IN SPORTS, AND SHE DID HER HOURS COACHING, SWIMMING, DIVING DURING THE SUMMER.
AFTER HIGH SCHOOL, SHE PLANS ON ATTENDING A FOUR YEAR UNIVERSITY AND MAJORING IN MECHANICAL ENGINEERING.
SHE HOPES TO CONTINUE HER ACADEMIC AND ATHLETIC CAREER AT CAL POLY SAN LUIS OBISPO.

WE JUST HAD OUR STAR AT NIGHT HOMECOMING DANCE ON CAMPUS FOR THE FIRST TIME IN 20 FIVE YEARS.
WE HAD A GREAT TURNOUT OF OVER EIGHT HUNDRED STUDENTS.
WE HAD A WEEK FULL OF HOMECOMING EVENTS, INCLUDING OUR HOMECOMING RALLY, HALFTIME SHOW AND GAME.
NEXT UP, WE HAVE OUR POWDER PUFF FOOTBALL GAME WHERE THE JUNIOR GIRLS WILL TAKE ON THE SENIOR GIRLS IN A GAME OF FLAG FOOTBALL.
WE HAVE ABOUT EIGHTY FIVE GIRLS PLAYING AND 15 FOOTBALL PLAYERS COACHING.
WE ALSO HAVE THE POWDER PUFF CHEERLEADERS WHO ARE BOYS WHO ARE GOING TO PUT ON A GREAT HALFTIME SHOW FOR US.
WE HAVE BEEN PRACTICING ALL WEEK AND THE GAME IS ON FRIDAY NIGHT IN OUR STADIUM.
WE ARE STARTING TO PLAN OUR TIME OF GIVING IN NOVEMBER AND OUR ANNUAL DODGEBALL TOURNAMENT.

ATMOSPHERIC PERSPECTIVE GIVES THE ILLUSION THINGS ARE FALLING INTO THE ATMOSPHERE AS THEY GET FURTHER AWAY.
ON THE FIRST DAY OF SCHOOL, OUR GUIDANCE CLASS PARTICIPATED IN A SCHOOL WIDE SCAVENGER HUNT AS A WAY TO INTRODUCE NEW FACES AT OUR SCHOOL, IMPORTANT PLACES ON CAMPUS AND HOW TO BE A SUCCESSFUL BULLDOG.
WE ALSO HELD OUR FIRST RALLY IN RESPONSE TO EVENTS OCCURRING THROUGHOUT OUR WORLD TODAY.
OUR SCHOOL COMMUNITY RECOGNIZED THE NEED TO SPREAD POSITIVITY AND ELIMINATE HATE.
AT THE RALLY, MR. MCCORMICK, QUOTED FROM TYLER PERRY'S REFUSE TO HATE SPEECH AND STUDENTS AND STAFF SIGNED THE AGREEMENT TO REFUSE HATE.
WE ARE CURRENTLY IN ROUND TWO OF OUR ANNUAL HORSESHOES TOURNAMENT.
EVERY STAFF MEMBER PARTNERED UP WITH A STUDENT.

AND SO THEY DECIDED THAT THEY WANTED TO PUT TOGETHER THEIR ORGANIZATION AND BEGIN TO RANK SCHOOL DISTRICTS AND THEN FIND OUT WHAT THE SUCCESSFUL ONES WERE ACTUALLY DOING.
WE KNOW THAT ONLY ABOUT HALF OF CALIFORNIA'S STUDENTS ARE READING AT GRADE LEVEL.
AND THERE'S EVEN WORSE OUTCOMES FOR LOW INCOME STUDENTS OF COLOR.
SIXTY FIVE PERCENT OF THEM ARE READING BELOW GRADE LEVEL.
BUT IN SOME DISTRICTS, STUDENTS ARE SUCCEEDING AND OURS IS NUMBER ONE IN THE CATEGORY THEY ACTUALLY CHOSE TO MEASURE BECAUSE IT'S MOST REPRESENTATIVE OF A LARGE GROUP OF AT RISK STUDENTS, AND THAT WAS THE SOCIOECONOMICALLY DISADVANTAGED HISPANIC STUDENTS.
THEY MAKE UP 43 PERCENT OF CALIFORNIA K-12 ENROLLMENT.
SO YOU CAN SEE OUR NUMBER ONE RANKING DOWN THERE AT THE BOTTOM.
THERE'S ABOUT A THOUSAND DISTRICTS IN CALIFORNIA, BUT THEY CHOSE TWO HUNDRED AND SEVENTY EIGHT OF THEM BECAUSE THOSE WERE THE ONES THAT HAD OVER 100 OF THE TARGETED STUDENTS.

BUT I GOT TO SEE FIRSTHAND HOW IMPORTANT A WELLNESS CENTER IS ON A HIGH SCHOOL CAMPUS.
AND AS A DAD DEALING WITH COVID, I GOT TO SEE JUST THE STRAIN AND STRESS THAT OUR YOUNG PEOPLE HAVE GONE THROUGH AND THE FAMILIES HAVE GONE THROUGH DURING COVID.
AND SO WHEN ALTA REMINDED ME ABOUT YOUR EFFORTS AND WHAT YOU WERE DOING AND THE NEED FOR FUNDING, I HAD THE OPPORTUNITY TO ASK THE STATE OF CALIFORNIA TO FUND THE FOUNDATION IN THE IN THE AMOUNT OF $100,000, AND EVERYBODY SAID YES.
I WOULD ALSO LIKE TO SAY SUNDAY IS INTERNATIONAL MENTAL HEALTH AWARENESS DAY.
I'M HOPING I HAVE TWO BILLS ON THE GOVERNOR'S DESK DEALING WITH MENTAL HEALTH AS THEY RELATE TO SCHOOLS.
ONE IS TO HAVE MENTAL HEALTH AND PHYSICAL HEALTH BE TREATED EQUALLY, AND I WILL SHARE A QUICK STORY.
WHEN I WAS EXPLAINING THIS TO ONE OF THE EDITORIAL BOARDS, AN EDITOR SAID TO ME, WELL, WHAT HAPPENS IF A PARENT'S LIES WITH THE NOTE TO SCHOOL SAYING THEIR CHILD IS SUFFERING FROM A MENTAL HEALTH ISSUE? AND I SAID, WELL, YOU DON'T ASK IF THEY LIED WHEN THEY SAID THEIR SON OR DAUGHTER HAS A COLD.
WHY WOULD YOU AUTOMATICALLY ASSUME THAT THEY WOULD BE LYING WITH A BEHAVIORAL HEALTH ISSUE OR MENTAL HEALTH ISSUE? I SAID THE FACT THAT YOU WOULD ASK THAT QUESTION UNDERSCORES WHY WE HAVE TO BRING THESE ISSUES OUT OF THE SHADOWS AND TREAT MENTAL HEALTH THE SAME AS PHYSICAL HEALTH.
AND SO A BILL TO DO THAT IS ON THE GOVERNOR'S DESK AND THEN ALSO TO CREATE A CURRICULUM FOR OUR YOUNG PEOPLE TO LEARN ABOUT MENTAL HEALTH SO THEY CAN BE ADVOCATES FOR THEMSELVES AS THEY, YOU KNOW, ONE THING I'VE OBSERVED HAVING TWO DAUGHTERS 10 YEARS APART.
THIS GENERATION IS VERY SENSITIVE TOWARDS EACH OTHER.
THEY REALLY DO LOOK OUT FOR EACH OTHER, MUCH MORE SO THAN I THINK GENERATIONS PAST.
AND I THINK TEACHING YOUNG PEOPLE ABOUT MENTAL HEALTH SO THEY CAN BE ADVOCATES FOR THEMSELVES AND THEIR PEERS IS AN IMPORTANT PART.
SO I'M HOPING THE GOVERNOR WILL SIGN BOTH OF THOSE BILLS, AND I'M HOPING HE DOES IT ON SUNDAY.
I MEAN, I'M A LITTLE NERVOUS BECAUSE THE CLOCK'S TICKING.

SO OUR ASB AT THE BEGINNING OF THE SCHOOL YEAR CHOSE THREE WORDS THAT WE WANTED TO EMBODY, AND IT IS INCLUSIVITY, REDEMPTION AND TRANSPARENCY.
AND THOSE THREE WORDS HAVE STUCK WITH US TO EVERY EVENT, EVERY TIME WE'VE STEPPED OUT IN FRONT OF STUDENTS, AND WE HAVE TRIED TO REPRESENT THOSE WORDS AS MUCH AS POSSIBLE OVER THE LAST FEW WEEKS.
AND SO IN DOING THAT, WE HAVE TRIED TO ADHERE TO THREE MAIN CATEGORIES ACTIVITIES, ATHLETICS AND ACADEMICS.
AND IN THOSE WE HAVE HAD, A MAJORITY OF EVENTS HAVE BEEN SPIRIT BASED, BUT SOME OF THEM HAVE BEEN RECOGNITION BASED.
SO IN THE ACTIVITIES DEPARTMENT, WE HAVE HAD RALLIES LIKE OUR SMUDGE POT RALLY, OUR HOMECOMING RALLY AND AFTER GETTING FEEDBACK FROM STUDENTS, THOSE ARE THE

THINGS THAT THEY HAVE REALLY ENJOYED.OUR ASB HAS BEEN TRYING BRAND NEW THINGS TO INCREASE ENGAGEMENT WITH OUR STUDENT BODY.
WE'VE BEEN TRYING TO CAPITALIZE ON THAT RECENTLY AS ENGAGEMENT, ESPECIALLY COMING BACK TO AN IN-PERSON SETTING FROM THIS CRAZY VIRTUAL SETTING.
ENGAGEMENT HAS BEEN THE NUMBER ONE FOCUS FOR US.
HOW CAN WE GET STUDENTS INVOLVED? HOW CAN WE GET THEM EXCITED TO COME TO SCHOOL AND PARTICIPATE? AND THAT LEADS INTO THE ACADEMICS CATEGORY.
AND I BELIEVE AFTER TALKING WITH OUR CONSTITUENCY THAT THE ACADEMICS AT SAN DIMAS, OR AT LEAST THE WILLINGNESS TO SUCCEED IN ACADEMICS HAS BEEN SKYROCKETED.
A QUOTE FROM A STUDENT I ACTUALLY GOT TODAY WAS THIS IS THE BEST I FELT IN TWO YEARS.
AND SO I THINK WHERE WE HAVE LAX LAST YEAR WE HAVE GAINED THIS YEAR IN ACADEMICS AND WE ARE SO EXCITED TO COMPLETE THE REST OF THE SEMESTER, WHICH IS SOMETHING THAT I'VE NEVER SAID.
SO WE, I'VE BEEN SO EXCITED TO BE IN THE CLASSROOM.
MY CONSTITUENCY HAS BEEN SO EXCITED TO BE IN A CLASSROOM AND THE STAFF IS SO EXCITED TO BE IN A CLASSROOM, WHICH IS WHAT WE WERE ALL REALLY APPRECIATE.
WE'VE BEEN SEEING THAT IN OUR STAFF.

AND THE OTHER THING IS, AS YOU KNOW, IN THE SPRINGTIME, WE TAKE A RESOLUTION THAT HONORS OUR TEACHERS IN OUR CERTIFICATED STAFF AS WELL AS OUR CLASSIFIED STAFF.
BUT THE WEEK OF OCTOBER 11TH THROUGH THE 15TH IS A RESOLUTION TO HONOR THE WEEK OF THE ADMINISTRATOR.

A PORTION OF THE THIRD ROUND OF THE FEDERAL FUNDING WE RECEIVED TO HELP MANAGE THE EFFECTS OF THE PANDEMIC.
IF YOU REMEMBER FROM THE JUNE BOARD MEETING, THE TOTAL AMOUNT OF MONEY THAT THE DISTRICT RECEIVED EITHER FROM STATE SOURCES OR FEDERAL IS 20 FIVE MILLION DOLLARS TO HELP MANAGE THE EFFECTS OF THE PANDEMIC.
ESSER THREE IS SIX POINT TWO MILLION DOLLARS.
WHENEVER YOU RECEIVE MONEY LIKE THIS, YOU HAVE TO HAVE A GUIDING PHILOSOPHY AS TO HOW YOU'RE GOING TO APPORTION IT OUT, AS ALWAYS, JUST LIKE WITH THE LCAP, WITH THE EXPANDING LEARNING OPPORTUNITIES GRANT IN JUNE, AND THIS ONE ESSER THREE WE, THE GUIDING PHILOSOPHY IS TO REACH OUT TO STAKEHOLDERS TO SEE WHAT IT IS THAT THEY NEED AND WANT FROM THE SCHOOL DISTRICT.
AS YOU REMEMBER, IN THE SPRING, WE SURVEYED OUR COMMUNITY PARENTS, STAKEHOLDERS RECEIVED OVER 1800 RESPONSES AND TIME AND TIME AGAIN, THERE ARE TWO THINGS THAT THE COMMUNITY WANTS US TO FOCUS ON.
FIRST IS TO STRENGTHEN THE ACADEMIC PROGRAM JUST AS A NOTE.
WE HAD A PRESENTATION TONIGHT SAYING WE RANK NUMBER ONE IN THE STATE IN READING.
AND AS WE'VE SAID OVER AND OVER AGAIN, BASED ON THE LAST ROUND OF TEST SCORES, WE'RE IN THE TOP 10 PERCENT OF EVERY UNIFIED SCHOOL DISTRICT IN THE STATE.

NOW THAT BEING SAID, STILL WORK TO DO AND STILL STUDENTS THAT WE NEED TO REACH OUT AND MAKE SURE THAT THEY GET ALL THE ACADEMIC SKILLS AND HELP THAT THEY NEED.THAT'S ONE FOCUS FROM THE STAKEHOLDERS.
THE SECOND ONE IS THEY WANT US TO CONTINUE TO STRENGTHEN OUR MENTAL HEALTH, SOCIAL AND EMOTIONAL SUPPORTS.
DOESN'T MATTER HOW WE ASK THE QUESTION? THOSE ARE THE TWO THINGS THAT KEEP COMING BACK OVER AND OVER AGAIN.
FOR ESSER THREE, REALLY, IT'S PRETTY LOOSE AS TO HOW YOU CAN SPEND THE MONEY.
WHEN YOU LOOK AT THE LONG LIST OF WAYS THAT YOU CAN SPEND THE MONEY, ALMOST ANYTHING YOU CAN THINK OF IS IS ON THE LIST.
BUT THERE ARE THREE OVERARCHING CATEGORIES THAT WE HAD TO PUT OUR EXPENDITURES UNDER FOR THE EXPENDITURE PLAN THAT'S REQUIRED BY THE STATE AND THE FEDERAL GOVERNMENT.
THE FIRST IS ANY EXPENDITURE THAT RELATED TO THE STRATEGIES FOR BRINGING KIDS BACK ON CAMPUS.
THE SECOND LARGE OVERARCHING CATEGORY IS ANYTHING THAT WE CAN DO TO ADDRESS THE LOST INSTRUCTIONAL TIME FROM THE PANDEMIC.
AND THEN THAT THIRD IS JUST TO CATCH ALL THE USE OF REMAINING FUNDS.
NOW I WANT TO TIME TRAVEL BACK TO JUNE 1ST 2021 TO REHASH HOW WE SPENT THE EXPANDED LEARNING OPPORTUNITIES GRANT.
THAT GRANT WAS A LITTLE OVER SIX MILLION DOLLARS AS WELL.
THE KEY DIFFERENCE BETWEEN THE ELO GRANT AND THE ESSER THREE GRANT IS THE ELO GRANT HAS TO BE EXTENDED EXPENDED BEFORE THE SUMMER OF 22.
SO ABOUT ONE YEAR TO SPEND THAT MONEY, THE ESSER THREE GOES ALL THE WAY UNTIL SEPTEMBER OF 2024.
AND SO WHAT WE DID WITH THE ELO GRANT AS WE LOOKED AT WHAT THE STAKEHOLDERS WANTED AND WHAT THE DISTRICT NEEDED, AND WE MADE SIGNIFICANT EXPENDITURES REGARDING INTERVENTION TEACHERS, MENTAL HEALTH SUPPORT, ETC.
BUT SINCE IT HAS TO BE EXTENDED BEFORE THE SUMMER OF 22 BY THE END OF SUMMER OF 22, THE PHILOSOPHY THAT GUIDED OUR APPORTIONMENT OF THE ESSER THREE IS TO EXTEND HOW WE SPENT THE ELO MONEY FOR TWO MORE YEARS.
AND SO MANY OF THE EXPENDITURES THAT WE APPROVED THAT YOU APPROVED IN JUNE FOR THE 21 22 SCHOOL YEAR, YOU WILL SEE AS PART OF THE ESSER THREE PLAN TO CONTINUE FOR THE 22 23 SCHOOL YEAR AND THE 23 24 SCHOOL YEAR.
AND SO WHAT WE'VE DONE IS WE'VE TAKEN TAKEN ONE TIME MONEY, BUT WE SPREAD IT OUT OVER THREE YEARS IN ORDER TO GET THE BIGGEST BANG FOR OUR BUCK.
FIVE HIGHLIGHTS OF THAT NUMBER ONE, WE DID USE ELO MONEY TO ADD FOUR MENTAL HEALTH SPECIALISTS FOR THIS SCHOOL YEAR.
WE'VE APPORTIONED MONEY IN THIS GRANT TO EXTEND THEM FOR TWO MORE YEARS.
NUMBER TWO, WE HAVE 10 ELEMENTARY INTERVENTION TEACHERS FOR THIS YEAR.
BECAUSE OF THIS GRANT, WE'VE EXTENDED THEM FOR 22 23 AND 23 24.
WE'VE ALSO APPORTIONED A NUMBER OF MIDDLE AND HIGH SCHOOL INTERVENTION SECTIONS AS WELL.
NUMBER THREE, AS PART OF THIS GRANT, WE WILL FUND OUR SUMMER SCHOOL PROGRAM IN THE SUMMER OF 2023.
THE ELO GRANT COVERED LAST SUMMER OF 21 AND IT WILL COVER THE SUMMER OF 2.
AND AS YOU REMEMBER, THIS WAS THE BIGGEST SUMMER SCHOOL WE'VE HAD IN AS LONG AS I'VE BEEN HERE.
IT WAS A K-12 SUMMER SCHOOL AND WE'RE LOOKING TO HAVE THAT PROGRAM AGAIN IN THE SUMMER OF 22 AND SOME VERSION OF THAT PROGRAM IN THE SUMMER OF 23.
AND BEFORE WE DID AS A PART OF THE ELO GRANT, HIRE A NUMBER OF PARA EDUCATORS TO HELP AND ASSIST KIDS IN THE CLASSROOM.
THIS GRANT WILL BE USED TO EXTEND A PORTION OF THOSE PARA EDUCATORS FOR NEXT SCHOOL YEAR.
AND NUMBER FIVE, WE DID ADD STAFFING TO THE HEALTH SERVICES WE HAD AT ONE POINT FIVE RN AND THEN TWO FOR OUR LVNS.
WE'RE GOING TO USE THIS GRANT TO EXTEND THAT INCREASE IN STAFFING THROUGH 2024 AS WELL.
THE NEXT STEPS WE ADOPT THIS PLAN TONIGHT, I SEND IT TO LACOE TOMORROW, AND OVER THE COURSE OF THE NEXT THREE YEARS, WE'LL EXPEND IT.
WHEN WE GIVE A BOARD UPDATE IN JANUARY ON THE ELO GRANT.
IT WILL PREDOMINANTLY BE ABOUT BE ABOUT THE ELO, BUT UNDERSTAND THAT THE THINGS THAT WE TALK ABOUT IN JANUARY ON ELO WILL BE THE SAME THINGS THAT WE'RE TALKING ABOUT THE NEXT TWO SCHOOL YEARS AS PART OF ESSER THREE.

BUT THE MECHANICS OF IT I'M NOT QUITE CLEAR ON ALL OF THE MOVING PARTS AND WHAT

WELL, AND I CAN BRING SUSAN IN HERE AS WELL AND CARL FEEL FREE TO JUMP IN.
BUT THERE ARE A NUMBER OF EXPENDITURES THAT WE'VE USED ON THE THREE ROUNDS OF COVID FUNDED FUNDING.
AND SO IT STARTED REALLY IN THE MARCH OF 2020 THAT THROUGH STATE AND FEDERAL RESOURCES WE GOT, WE DID RECEIVE A MILLIONS OF DOLLARS THAT STARTED COVERING BEGINNING IN MARCH OF 2020, AND SO MANY OF THOSE EXPENDITURES WERE COVERED BEGINNING AT THE BEGINNING OF THE PANDEMIC.
YOU KNOW, I WOULD SAY ONE OF THE THINGS THAT, YOU KNOW, FOR YEARS AND YEARS AND YEARS, WE'VE ALWAYS, YOU KNOW, HAD A KEEN EYE ON THE STATE AND THE FEDERAL GOVERNMENT, YOU KNOW, AND THEIR LACK OF RESPONSE AND UNFUNDED MANDATES.
BUT I GOT TO BE HONEST WITH YOU, WITH COVID, THEY HAVE REALLY STEPPED UP AND PROVIDED NEARLY ALMOST 20, YOU KNOW, OVER 20 PERCENT OF THE DISTRICT'S OPERATING BUDGET IN TERMS OF BACKFILL.
BUT THE CHALLENGE IS GOING TO BE 2024.
THAT IS GOING TO BE THE CHALLENGE BECAUSE MANY OF THESE THINGS ON THIS LIST, WE KNOW WE DON'T WANT TO DO IT WITHOUT.
BUT CERTAINLY THE CHALLENGE IS WHEN YOU GET ONE TIME MONEY OF ALMOST 20 20 PERCENT OF THE DISTRICT'S OPERATING BUDGET, POTENTIALLY IT'S GOING TO, YOU KNOW, DECISIONS WILL HAVE TO BE MADE IN TERMS OF, YOU KNOW, WHAT CAN WE SUSTAIN, YOU KNOW, MOVING FORWARD.
AND SO I THINK THE ADVOCACY WORK WOULD BE REALLY IMPORTANT, ESPECIALLY WHEN YOU TALK ABOUT MENTAL HEALTH, YOU KNOW, TO KEEP THOSE GOING IS THAT WE CAN GET THE STATE TO PROVIDE THAT ADDITIONAL FUNDS.
I SAID, LOOK, IT'S NOT JUST RELATED TO COVID, THESE THINGS EXIST, THEY EXIST NOW.
THEY'RE GOING TO EXIST AFTER THE PANDEMIC.
SO DEFINITELY MORE TO COME ON THIS.
BUT IN TERMS OF THE BACKFILL, NOT MUCH.
THEY REALLY HAVE STEPPED UP AND HELPED US OUT TREMENDOUSLY WITH THIS ONE TIME MONEY.

WELCOME TO THE BONITA UNIFIED SCHOOL DISTRICT'S FIRST PUBLIC HEARING ON THE CALIFORNIA VOTING RIGHTS ACT OR CVRA, AS IT IS COMMONLY KNOWN, THE PURPOSE OF TODAY'S PUBLIC HEARING IS TO PROVIDE THE COMMUNITY WITH INFORMATION REGARDING THE CVRA AND TO RECEIVE PUBLIC INPUT ON THE CRITERIA THAT SHOULD BE USED TO DRAW THE BOUNDARIES FOR THE TRUSTEE AREAS THAT WILL BE DRAWN.
AFTER THE SECOND PUBLIC HEARING, THE DISTRICT'S DEMOGRAPHER WILL PROVIDE THE BOARD WITH SEVERAL MAPS REFLECTING THE PUBLIC INPUT THAT THE BOARD HAS RECEIVED.
THE BOARD WILL THEN HOLD A THIRD AND FOURTH PUBLIC HEARING TO RECEIVE PUBLIC INPUT ON THE PROPOSED MAPS.
AT A SUBSEQUENT MEETING, THE BOARD WILL THEN MAKE A DECISION ON WHICH MAP TO ADOPT.
I'M JUST GOING TO MENTION A FEW MAJOR POINTS AND THEN TURN THE PODIUM OVER TO OUR DEMOGRAPHER FOR A PRESENTATION.
THE CVRA IS A STATE LAW WHICH PROHIBITS AT-LARGE VOTING SYSTEMS THAT IMPAIR THE ABILITY OF RACIAL OR ETHNIC MINORITIES TO ELECT THE CANDIDATE OF THEIR CHOICE.
THE CVRA FAVORS DISTRICT BASED ELECTION SYSTEMS IN WHICH CANDIDATES MUST RESIDE IN A TRUSTEE AREA AND ONLY THE VOTERS RESIDING IN THAT TRUSTEE AREA VOTE FOR THOSE CANDIDATES.
THIS MEANS THAT BEGINNING IN 2022, VOTERS IN THOSE TRUSTEE AREAS, UP FOR ELECTION IN 2022 WILL VOTE FOR ONE CANDIDATE IN THEIR TRUSTEE AREA, AND THE REMAINING TRUSTEES WILL HOLD AN ELECTION IN 2024.
THE CHANGE IN THE ELECTION SYSTEM WILL NOT AFFECT SCHOOL ATTENDANCE BOUNDARIES.
I'M NOW GOING TO TURN THE PODIUM OVER TO OUR DEMOGRAPHER TO PROVIDE US WITH ADDITIONAL INFORMATION AND PUBLIC INPUT, FOLLOWED BY PUBLIC INPUT.

SO AS THE MEMBER HAS STATED THAT THE TRUSTEE AREA PROCESS, LET'S JUST JUMP RIGHT INTO IT.
AS A CALIFORNIA VOTING RIGHTS ACT AND TOOK EFFECT, IF YOU KNOW, IN JANUARY OF 2003 PROHIBITS THE USE OF AT-LARGE ELECTIONS, WHICH WILL GO THROUGH IN A SECOND.
SO IT'S IMPORTANT TO DO THAT AND, AS HAS ALREADY MENTIONED, IMPAIRS THE ABILITY OF PROTECTED CLASS TO ELECT CANDIDATES OF ITS CHOICE OR ITS ABILITY TO INFLUENCE THE OUTCOME OF THE ELECTION.
SO THERE'S THREE TYPES OF ELECTIONS THAT BOARDS HAVE CONDUCTED HERE IN THE STATE OF CALIFORNIA.
THE AT-LARGE ELECTIONS, WHICH I'VE ALREADY MENTIONED FROM TRUSTEE AREA ELECTIONS A LITTLE DIFFERENT, BUT THERE ARE TRUSTEE AREAS WHERE THEY VOTE FOR THE CANDIDATE AT-LARGE DON'T HAVE THAT SITUATION HERE, SO I'LL MOVE ON.
WHAT THE BOARD IS LOOKING TO GO FORWARD AS A BY-TRUSTEE AREA ELECTION, WHICH MEANS BY-TRUSTEE MEANS THAT YOU WILL HAVE TRUSTEE AREAS.
SO TYPICALLY THERE'LL BE FIVE, SEVEN THAT DESCRIBE THE DISTRICT AND THE IMPORTANT THING TO REMEMBER HERE AS A SIDE NOTE THAT THIS METHOD OF ELECTIONS THE ONLY ONE THAT'S SAFE FROM CHALLENGE UNDER THE CALIFORNIA VOTING RIGHTS ACT.

I GUESS THEY ALTERNATE BETWEEN SAN DIMAS AND LA VERNE AND SO THIS IS THE FIRST TIME THAT MY SCHEDULE ALLOWED ATTENDING THERE AND SO I SHOWED UP AND I THOUGHT IT WOULD BE ANOTHER GREAT OPPORTUNITY TO STAND THERE AND LOOK AND FEEL IMPORTANT AND WHAT TURNED OUT IS I WALKED IN THE DOOR AND I NO SOONER THAN GOT IN THE DOOR, THEN CARL HANDED ME A SHOPPING BASKET AND SAID, GET IN THAT LINE AND THAT WAS THE LINE TO BE PAIRED UP WITH A STUDENT WHO I WOULD BE TAKING SHOPPING.

AND I INVESTIGATED IT AND FOUND THAT THE CAMP WAS NOT FOLLOWING DIDN'T HAVE PRACTICES THAT ACTUALLY SUPPORTED THEIR SUPPOSED POLICIES AND MATT, I ENCOURAGED HIM TO BE A PIT BULL TO FIGHT FOR OUR KIDS AND HE TOOK ACTION AND ALSO THE KIDS THAT WERE NOT GOING TO GO BECAUSE THEIR PARENTS DIDN'T FEEL COMFORTABLE.
WE'RE GOING TO BE SENT TO THE FOURTH GRADE, WHICH WE ALL KNOW.
THAT'S LIKE A GUT PUNCH TO A KID TO BE DOWNGRADED TO A FOURTH GRADE LEVEL AND THEN HAVE TO GO AND SIT AND DO SCHOOLWORK.

SO JUST ALLOWING FOR A ZOOM SO EVERYONE HAS THE OPPORTUNITY TO COMMENT MIGHT INCREASE PARTICIPATION.
ALSO HAVE MORE TRANSPARENCY ABOUT WHICH GROUPS THE BOARD WORKS WITH WHEN MAKING DECISIONS.
SO AS PARENTS CAN DECIDE HOW TO BECOME MORE INVOLVED AND ALSO TAKE THE BURDEN OFF OF US JUST YELLING AT YOU ALL OF THE TIME, IF THERE ARE BOARDS THAT YOU LOOK TO FOR GUIDANCE, TELL US WHAT THOSE ARE.
